<br />ANALYSIS
<br />The project consists of the following improvements:
<br />1) Site preparation and demolition of existing synthetic turf field;
<br />2) Earthwork and grading operations;
<br />3) Dust alleviation and control and site cleanup;
<br />4) Installation of new field surfacing (synthetic turf & base) and site furnishings; and
<br />5) Close-out documentation.
<br />The synthetic turf specification was developed by Verde Design Inc., and details the minimum testing
<br />requirements and parameters for acceptable synthetic turf products. Two products meet these
<br />requirements. The specification also dictated a substitution process that allowed for a substitution
<br />request to be made during bidding, and then again after the contract is awarded.
<br />City staff advertised the bid on the City's website, the newspaper, and sent notifications to 10 trade
<br />organizations. The five bids received at the bid opening on December 19, 2018, are summarized in the
<br />table below.
<br />Recommended Bidder: Fieldturf USA, Inc.
<br />Substantiation: Fieldturf USA, Inc. is the lowest responsive and responsible bidder.
<br />The low base bid of $1,293,389.64 submitted by Fieldturf USA, Inc. is approximately 25% lower than the
<br />engineer's estimate of $1,560,000 - $1,750,000. Fieldturf USA, Inc. is a qualified contractor and has
<br />successfully completed many similar projects in the past two years. One addendum (Addendum No. 1)
<br />was issued that allowed certain preapproved turf products, rejected other substitution requests, and
<br />provided clarification regarding the synthetic turf base. All bidders, including Fieldturf USA, Inc.,
<br />submitted a responsive bid that acknowledged Addendum No. 1 on the bid form in Specification Section
<br />00400. Three bidders (Fieldturf USA, Inc., Sprinturf, and Valley Precision Grading) did not execute the
