Based on the bids received and the circumstances of Addendum No. <br />1, staff believes that the low bid is reasonable and responsive and recommends waiving the irregularity <br />and awarding the contract to Fieldturf USA, Inc. <br />Construction is expected to begin at the beginning of February, 2019, and conclude within 60 calendar <br />days. The City will give notice to all residents, businesses, and community organizations who might be <br />affected by the construction. Additionally, the contractor is obligated to notice area residents and <br />businesses two weeks prior to the start of work. Signage that contains project information will be posted <br />at the construction site and construction updates will be available on the City's website. <br />FISCAL IMPACT <br />Funding for this project was approved through City of Redwood City's adopted FY 2018-2019 Capital <br />Improvement Projects and Park Impact Fees Synthetic Play Fields Conversion fund. <br />ENVIRONMENTAL REVIEW <br />As the lead agency, City of Redwood City has determined that the Hoover Field Synthetic Turf <br />Replacement Project meets the California Environmental Quality Act (CEQA) exemption criteria as set <br />forth in Section 15301, "Existing Facilities," because the project would repair subsurface stabilization <br />and drainage problems with the replacement of existing synthetic turf with similar materials. The Project <br />would not expand the use of the playfields to be repaired. Furthermore, this project is designed to be <br />compliant with the City's Engineering Standards and currently accepted practices. <br />PUBLIC NOTICE <br />Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />The City Council may choose not to award the contract and direct staff to redesign and/or rebid this <br />project. The Council also may choose not to award one or both of the bid alternate items.
