Based on the bids received and the circumstances of Addendum No. 1, staff believes that the low bid is reasonable and responsive and recommends waiving the irregularity and awarding the contract to Fieldturf USA, Inc. Construction is expected to begin at the beginning of February, 2019, and conclude within 60 calendar days. The City will give notice to all residents, businesses, and community organizations who might be affected by the construction. Additionally, the contractor is obligated to notice area residents and businesses two weeks prior to the start of work. Signage that contains project information will be posted at the construction site and construction updates will be available on the City's website. FISCAL IMPACT Funding for this project was approved through City of Redwood City's adopted FY 2018-2019 Capital Improvement Projects and Park Impact Fees Synthetic Play Fields Conversion fund. ENVIRONMENTAL REVIEW As the lead agency, City of Redwood City has determined that the Hoover Field Synthetic Turf Replacement Project meets the California Environmental Quality Act (CEQA) exemption criteria as set forth in Section 15301, "Existing Facilities," because the project would repair subsurface stabilization and drainage problems with the replacement of existing synthetic turf with similar materials. The Project would not expand the use of the playfields to be repaired. Furthermore, this project is designed to be compliant with the City's Engineering Standards and currently accepted practices. PUBLIC NOTICE Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72 hours prior to the meeting. ALTERNATIVES The City Council may choose not to award the contract and direct staff to redesign and/or rebid this project. The Council also may choose not to award one or both of the bid alternate items. Given the current condition of the fields, a time delay could increase the likelihood of a failure to the field, impacting soccer, baseball, softball, football, and other field sports.
