6.E. - Page 1 of 4 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />\%,a/ <br />DATE: January 14, 2019 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Final Acceptance — National Guard Armory Building Parking Lot Improvements Project <br />RECOMMENDATION <br />By motion, accept the National Guard Armory Building Parking Lot Improvements Project and authorize <br />the release of bonds and retention according to City procedures. <br />STRATEGIC INITIATIVE <br />Community for All Ages <br />BACKGROUND <br />On July 27, 2015, the City Council approved a lease with the State of California at the National Guard <br />Armory located in Red Morton Park. The lease allowed for the use of the Armory building for community <br />recreation purposes. In lieu of monthly lease payments, the City agreed to complete facility and land <br />improvements, including (among other improvements) the re -paving of the back "motor pool" parking lot <br />and the construction of a new, 20,000 square foot publicly used parking lot on the existing dirt lot adjacent <br />to the Armory building. The parking lot is also adjacent to The Magical Bridge Playground, currently under <br />construction at Red Morton Park. <br />On November 13, 2017, the City Council awarded the construction contract for the National Guard Armory <br />Building Parking Lot Improvements Project to Silicon Valley Paving, Inc. of San Jose. The project was <br />awarded for a base bid of $401,379.00, and the City Manager was authorized to increase the contract <br />amount, if necessary, up to 10% of the amount awarded not to exceed $441,516.90. <br />On March 26, 2018, City Council authorized the City Manager to increase the amount of the contract up <br />to 20% of the amount originally awarded, thereby increasing the contract amount to a total of <br />$481,654.80. This increase allowed the contractor to address unforeseen soil conditions and minor <br />changes that are typical for pavement projects.
