6.E. - Page 2 of 4 <br />ANALYSIS <br />The project was successfully completed in accordance with City specifications. Two contract change <br />orders totaling $38,163.82 were issued for unforeseen conditions in the existing soils underlying the <br />parking lot ($38,911.82) and quantity adjustments (-$748.00). The final contract amount is $439,542.82, <br />approximately 9.5% more than the initial contract amount. The additional funds requested at the March <br />26, 2018 meeting ultimately were not required, as the quantity adjustments at the end of the project <br />resulted in a negative change order. <br />Improvements completed as part of the project include grading and paving of a new, publicly used parking <br />lot, installation of a storm drain collection and treatment system, and preparation for landscaping, <br />irrigation, and lighting installations to be completed by the City. <br />FISCAL IMPACT <br />Funding for the construction of this project was previously approved and appropriated in Capital Outlay <br />Fund — National Guard Armory — Improvements Per Lease, which has an available balance of $12,294.78 <br />as of November 30, 2018. <br />ENVIRONMENTAL REVIEW <br />The project is categorically exempt from the requirements of the California Environmental Quality Act <br />(CEQA) Guidelines per Section 15302 "Replacement or Reconstruction" for removal and replacement of <br />existing asphalt paving; and Section 15332 "In -Fill Development Projects" for the construction of <br />additional asphalt paving in the expanded parking lot adjacent to the building. <br />PUBLIC NOTICE <br />Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />The City Council may choose not to accept the project or authorize the release of bonds and retention <br />however this would be contrary to the terms of the contract and public contracting code. <br />ATTACHMENTS <br />Attachment A: Project Location Map <br />REPORT PREPARED BY: <br />Patti Schrotenboer, Associate Engineer <br />pschrotenboer@redwoodcity.org <br />780-7368 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />74 <br />
