6.A. - Page 30 of 50 DAC <br />g) Required notices and postings; <br />h) Methods for ongoing public input; <br />i) Preparing for HUD and Caltrans Audits; <br />j) Updating or developing internal procedures for granting exemptions for City projects; <br />k) ADA Coordinator Training. <br />DAC has provided training to hundreds of public entities and is also the selected consultant of the California <br />Joint Powers Insurance Authority (CJPIA) to provide regular training sessions to their members. <br />Section 5 - Scope of Services <br />DAC will provide all services required to complete the Project for the development of the City's ADA Self - <br />Evaluation and Transition Plan. DAC also has suggestions for additional tasks may be included based on our <br />experience in assisting public entities to update their self-evaluation and transition plans. <br />A. DAC will develop the procedures and forms needed to conduct a self-evaluation. <br />B. Sidewalk & Curb Ramp Evaluation — DAC will conduct field investigations of public facilities including an <br />evaluation of the City's sidewalks, intersections (curb ramps & crosswalks), pedestrian signals, parking lots <br />and parks. <br />• DAC will develop a city-wide reference map using GIS for curb ramps including associated database <br />with, at minimum, the following condition data: ramp type, slope, landing area, warning surface and <br />other compliance information. <br />C. DAC will determine the level of ADA compliance required for each City building as listed in Appendix A and <br />would be subject to the requirements of the ADA and related state codes. DAC will conduct the necessary <br />investigations of the areas of each building that could be used by the public. Field investigations will <br />identify physical barriers within the public areas of City buildings and the public right-of-way that limit <br />accessibility. Reports issued will include a comparison of California Building Standards Code and the <br />Federal ADA Accessibility Guidelines (ADA). The standard that offers the greater level of accessibility will <br />be recommended to be applied. <br />D. DAC will review and evaluate current City policies, programs (including, but not limited to recreation <br />programs), and practices in order to identify language or policies which may be considered discriminatory <br />to persons with disabilities. The review will include City policy documents that affect the public. The <br />review will evaluate the current level of program accessibility, including eligibility requirements, <br />participation requirements, facilities used, staffing, transportation, communication, grievance procedures <br />and emergency procedures. <br />E. DAC will review the prior ADA Self-evaluation and Transition Plan that was completed by the City <br />F. DAC will develop the comprehensive ADA Self -Evaluation and Transition Plan based upon the results of the <br />barrier assessments, policy reviews and guidance from City staff. The Transition Plan shall include all <br />requisite information necessary to comply with Title II of the ADA for the plan, plus additional items that <br />are recommended but not required, including, but not limited to the following: <br />• Designation of the person responsible for overall implementation of the Plan, usually the ADA <br />Coordinator (required) <br />• Detailed reports of the findings of the self-evaluation of facilities, policies, programs, and practices <br />(required) <br />• Recommendations of remedial measures to correct deficiencies and a methodology for the <br />prioritization of barrier remediation (required) <br />• Method to apply an implementation schedule that includes milestones or measures of achievement <br />for monitoring implementation (required) <br />• Development of procedures for grievances (required) <br />• Methodology for the self-evaluation of existing barriers to accessibility (recommended) <br />• Cost estimates for remediation measures (recommended) <br />• Procedure for periodically reviewing and updating the Transition Plan (recommended) <br />DAC Response to the City of Redwood City for ADA Consulting Services 7 <br />36 <br />
