6.G. - Page 34 of 238 <br />retains discretion to determine whether to approve the physical facilities in the WSIP until after it <br />completes the CEQA process as set forth in Section 4.07. <br />3.10. Regional Water System Repair, Maintenance and Operation <br />A. San Francisco will keep the Regional Water System in good working order and <br />repair consistent with prudent utility practice. <br />B. San Francisco will submit reports to its Retail and Wholesale Customers on the <br />"State of the Regional Water System," including reports on completed and planned <br />maintenance, repair or replacement projects or programs, by September of every even - <br />numbered year, with reports to start in September 2010. <br />C. San Francisco will cooperate with any audit of the SFPUC's asset management <br />practices that may be initiated and financed by BAWSCA or the Wholesale Customers. <br />BAWSCA may contract with third parties to conduct the audits. San Francisco will consider the <br />findings and recommendations of such audits and will provide a written response indicating <br />agreement with the recommendations, or disagreement with particular recommendations and <br />the reasons why, within 90 calendar days after receipt. <br />D. San Francisco will continue to operate its reservoirs in a manner that assigns <br />higher priority to the delivery of water to the Bay Area and the environment than to the <br />generation of electric power. The SFPUC, as the Regional Water System operator, is solely <br />responsible for making day-to-day operational decisions. <br />3.11. Shortages <br />A. Localized Water Reductions. Notwithstanding San Francisco's obligations to <br />deliver the Supply Assurance to the Wholesale Customers collectively and the Individual Supply <br />Guarantees to Wholesale Customers individually, San Francisco may reduce the amount of <br />water available or interrupt water deliveries to specific geographical areas within the Regional <br />Water System service area to the extent that such reductions are necessary due to <br />Emergencies, or in order to install, repair, rehabilitate, replace, investigate or inspect equipment <br />in, or perform other maintenance work on, the Regional Water System. Such reductions or <br />interruptions may be imposed by San Francisco without corresponding reductions or <br />interruptions in the amount of water available to SFPUC water users outside the specific <br />geographical area where reductions or interruptions are necessary, if the system's ability to <br />supply water outside the specific geographical area has not been impaired.
