6.A. - Page 1 of 50 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />A,&/ <br />DATE: January 28, 2019 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Agreement with Disability Access Consultants, LLC, to develop an Americans with Disabilities Act Self - <br />Evaluation and Transition Plan <br />RECOMMENDATION <br />By motion, authorize the City Manager to execute a professional services agreement with Disability Access <br />Consultants, LLC (DAC) in the amount of $220,450 to develop an Americans with Disabilities Act (ADA) <br />Self -Evaluation and Transition Plan to ensure City compliance with the ADA. <br />STRATEGIC INITIATIVE <br />Government Operations <br />BACKGROUND <br />On October 16, 2018, the City released a Request for Proposals (RFP) for consultant services to help staff <br />conduct an Americans with Disabilities Act (ADA) Self -Evaluation and develop a Transition Plan. The <br />purpose of the RFP was to obtain the services of a professional consulting firm familiar with Federal and <br />State accessibility requirements, and able to perform the evaluations and assessments needed to <br />complete an ADA required Self -Evaluation and Transition Plan Update. <br />Disability requirements are complex. The ADA and its implementing regulations require that cities <br />evaluate City activities, programs and services and develop a Transition Plan. The ADA, enacted by the <br />federal government on July 26, 1990, provides civil rights protections to ensure equal participation in <br />public life for people with disabilities. <br />Title II of the ADA covers programs, services and activities of public entities and requires all public agencies <br />to adopt a Transition Plan to ensure that all services and programs are publicly accessible to and usable <br />by individuals with disabilities and in compliance with the nondiscrimination requirement of the ADA. <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />7 <br />
