6.A. - Page 2 of 50 <br />One important way to ensure that the Title II requirements are being met is through completing a Self - <br />Evaluation, which is required by the ADA regulations. A Self -Evaluation is a public entity's assessment of <br />its current policies and practices which enables local governments to pinpoint the facilities, programs and <br />services that must be modified or relocated to ensure that local governments are complying with the ADA. <br />The Self -Evaluation is required to identify and correct the policies and practices that are inconsistent with <br />Title II of the ADA. <br />The ADA also requires development of a Transition Plan to identify physical barriers in facilities, streets, <br />roads and walkways that limit accessibility for individuals with disabilities; define methods used to ensure <br />accessibility; recommend a prioritized schedule for taking the steps necessary to achieve compliance; and <br />designate the official responsible for implementation of the plan. <br />The proposed ADA consultant will assist the City to update the City's 1992 ADA Self -Evaluation and create <br />its Transition Plan. The consultant will help staff complete a Self -Evaluation of the City's public buildings <br />and sites where programs, services and activities are provided to the public, describe the methods to <br />make the programs, services and activities accessible, and develop a proposed schedule and budget to <br />implement these methods. <br />Although Redwood City completed an ADA Self -Evaluation and Transition Plan in 1992, many current <br />buildings, services and programs did not exist, and extensive alterations have occurred Citywide since <br />then. This ADA Self -Evaluation and Transition Plan is an update to the 1992 ADA Self -Evaluation. <br />ANALYSIS <br />The City received proposals from six qualified firms. The committee consisted of staff from the City Manager's Office, Community Development <br />Department, and Public Works Services. Each proposal was rated based on a number of criteria: <br />demonstrated knowledge and capabilities, experience, proposed approach, and overall nature of fit with <br />the City of Redwood City. Given the rating criteria, two firms that scored the highest were invited for an <br />interview by the evaluation committee.
