6.A. - Page 3 of 50
The scope of work for the project includes the Self -Evaluation and drafting of the Transition Plan, which
is estimated to be complete in eight months. In addition, as part of this project, the City will be conducting
community engagement to receive input regarding ADA accessibility in the City.
The community engagement process is anticipated to begin this summer. Implementation of the ADA
Transition Plan will be a multi-year process due to budgetary commitments. However, completion of the
Transition Plan will represent the City's commitment to undertake the changes needed to make its
programs and services fully accessible and ensure compliance with the ADA, and state and federal
mandates. More importantly, the Plan will ensure that all people can participate in and access the
programs and services offered by the City of Redwood City.
FISCAL IMPACT
Funds have been allocated in the FY 2018-19 Capital Improvement Program for the completion of an ADA
Transition Plan, in an amount not to exceed $220,450. The Professional Services Agreement with Disability
Access Consultants is $212,050, with optional costs of $8,400, for a total cost of $220,450. Future projects
and removal of accessibility barriers will be projected along with cost estimates in the Transition Plan. City
staff will work with the Consultant to create a cost schedule that aligns with future available funding for
Transition Plan implementation needs.
ENVIRONMENTAL REVIEW
This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA
Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably
foreseeable indirect physical change in the environment.
PUBLIC NOTICE
Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72
hours prior to the meeting.
ALTERNATIVES
1. Award a Professional Services Agreement to a different firm that submitted a proposal for consultant
services.
2. Do not award a Professional Services Agreement
ATTACHMENTS
A: Disability Access Consultants, LLC (DAC) Agreement
B: Disability Access Consultants, LLC (DAC) Proposal
City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore
9
