multi-year drought scenarios. The City's 2015 Urban Water Management Plan has
relevant background and forecast information, but may not meet all of the
requirements of an SB 610 water supply assessment for CEQA. AECOM will
coordinate with the City's water supplier for the required Water Supply Assessment.
Work Tasks
AECOM's Scope of Work for CEQA review for the proposed project consists of the
following six tasks.
Task 1: Project Initiation/Project Description
Upon receipt of a Notice to Proceed, project initiation activities will be conducted. These
activities will include coordinating and meeting with City staff to: (1) gather information
and background documents, technical reports, and maps; (2) conduct a project kick-off
meeting; (3) conduct one site visit; (4) receive/review project description materials, and
prepare a CEQA project description for approval; and (5) establish a detailed schedule
for the CEQA process.
Following the kick-off meeting and receipt of relevant information, AECOM will prepare
a draft project description of the proposed 8.3 -acre mixed-use development featuring
one parcel dedicated to 272 residential units, of which 20 percent would be affordable;
four parcels with about 590,000 square feet of office space; a community childcare
center; and amenities including open space, greenways, and active (potentially
recreational) spaces. The project applicant, Greystar, is seeking increased building
heights, greater residential densities, and reduced parking requirements in exchange
for a package of community benefits. The project description will include the project
applicant's objectives; the site plan and overall development program; the building
plans and elevations for each parcel; transportation network modifications and on- and
off-site improvements, including bicycle, pedestrian, parking, and loading proposals;
open space and other public realm improvements; and utility and infrastructure plans,
particularly for water supply, stormwater drainage, and sustainability/green building
features.
AECOM will also prepare a data needs list after the kick-off meeting for information not
available at that time. For example, information about the buildings to be demolished
and the presence of hazardous building components or about existing or past soil or
groundwater contamination at the site (as would be documented in a Phase I
Page 13 of 37
ATTY/AGR/2018.270/AECOM PSA
REV: 12-07-18 PR
