reviewed for their conclusions about the presence of on-site or offsite environmental <br />contamination that could pose health and safety risks and disclosed in the CEQA <br />review. <br />Noise: Along two of the City's major noise sources — EI Camino Real and the <br />Caltrain JPB — the project site would be expected to have an urban noise <br />environment that may result in excessively high noise levels for residences, open <br />space, and child care facilities. These sensitive noise receptors are all proposed as <br />part of the applicant's proposal to create an activity center, fulfilling the vision of the <br />General Plan and EI Camino Real Corridor Plan. While impacts of the environment <br />on a project do not constitute a significant CEQA impact, compatibility with <br />General Plan land use / noise environment compatibility is worthy of exploration and <br />discussion as part of the CEQA assessment of the project. The applicant's noise <br />study will be peer reviewed and incorporated, as appropriate, into the CEQA <br />documentation. The assumptions and methodology to derive noise exposure for the <br />proposed residential and outdoor recreation areas will be critically important to <br />understand, as well as the effectiveness of suggested mitigation measures. <br />Transportation and Local Circulation: As part of a Priority Development Area, the <br />project site, along with the rest of the EI Camino Real Corridor and the Downtown, <br />would accommodate a majority of the projected growth for the City. The higher <br />densities, mix of uses, and possible recreation activities would serve to create a <br />more vibrant, active, and intense place. The increased intensification will also <br />introduce more traffic into the area. Greater congestion, along with the irregular <br />street network in the project vicinity and circulation limitations with the Caltrain JPB <br />right -of- way, pose potential impacts for local circulation and access to nearby <br />areas during construction and operations. The CEQA analysis must examine these <br />impacts, safety considerations for pedestrians and bicyclists, and the project's <br />implications for vehicle miles traveled, as required by SB 743 and the State Office <br />of Planning Research's 2018 Technical Advisory on Evaluating Transportation <br />Impacts in CEQA. To address these issues, AECOM has teamed with Fehr and <br />Peers (F&P) to provide the detailed analysis warranted by the project's potential <br />impacts on traffic and transportation. AECOM will deliver a comprehensive scope <br />based on other recent analyses prepared for projects in Redwood City and <br />particularly in the Downtown Precise Plan Area. The detailed transportation scope of <br />work is provided as Attachment 1 to this Exhibit A. <br />Utilities: The proposed project poses a scale of development that would warrant <br />evaluation of the City's infrastructure to support the anticipated demand. While <br />there is likely sufficient capacity at major regional facilities, such as the regional <br />wastewater treatment plant off Redwood Shores, project -specific issues of <br />stormwater drainage and water supply should be analyzed in the CEQA analysis. In <br />terms of stormwater management, the project plans may result in less impervious <br />surfaces over the 8 -acre project site, so that drainage may not be a significant <br />impact; however, applicable permit (i.e., C-3) provisions will require that the project <br />design include measure to retain peak stormwater runoff so that it does not exceed <br />existing conditions.
