Task C.3 - Develop Administrative Draft Shade and Shadow Study <br />AECOM in house technical specialists will prepare the Shade and Shadow Study. <br />The study will contain the following elements: <br />• Brief project description, excerpted from the CEQA project description <br />developed in Task 1 of the current proposed scope of work. <br />• Existing Setting: will describe the data gathered in Task C.2. It will describe the <br />location of sensitive uses as outlined in the City's General Plan, in addition to the <br />overall project setting, including the existing shade and shadow environment. <br />The existing setting section will also describe current City policies and <br />regulations as they relate to shade and shadow impacts. <br />• Project impacts: will describe the project's potential impacts on shade -sensitive <br />uses. The analysis will be supported by up to nine sun/shade diagrams <br />representing morning, noon, and afternoon shadows during the months of <br />March, June, and December. In coordination with the City, AECOM will define <br />criteria to determine whether there would be substantial shadow impacts on <br />nearby uses. Mitigation Measure 4.1-2 in the City's General Plan EIR applies to <br />new development in the MUC land use designation (applicable to project parcels <br />A and B), and indicates that the following impacts would normally be considered <br />significant: <br />- Introduction of landscape that would now or in the future cast substantial <br />shadows on existing solar collectors <br />- Casting of shadows that substantially impair the beneficial use of shadow - <br />sensitive public open space <br />- Casting of shadows that materially impair the historic significance of an historic <br />resource <br />- Casting of shadows from parcels within a major transportation corridor <br />onto adjacent Low, Medium, Medium -High and High Density residential <br />parcels that substantially impair the beneficial use of the Low Density or <br />Medium Density residential parcels. <br />• Study Recommendations: based on the thresholds developed, <br />AECOM will suggest recommendations, if necessary, to reduce <br />potential shade and shadow impacts. <br />Since the project is consistent with the criteria outlined in SB 743 for a transit priority <br />area, project aesthetic impacts, including shade and shadow, would not be <br />considered significant. Nonetheless, AECOM's in house technical specialists will <br />work with the City to offer feasible mitigation measures, such as alteration of building <br />massing, height, and setbacks, to address substantial shadow effects.
