Task D.3 - Identify Programmatic TDM Measures and Strategies
AECOM will develop a list of programmatic measures and strategies from the TDM
plan and identify those that would be most effective for the project. The selected
strategies will be organized into two categories:
Property Management -Provided Measures for residents and employees: information
center, transportation coordinator, carpool/vanpool matching services, onsite car
share services, etc.;
Tenant -Provided Measures for employees: subsidized transit passes, parking cash -
out, carpool/vanpool matching services, emergency ride home.
Task DA - Estimate Reductions
AECOM will use its TDM+ tool to estimate the percentage reduction in office
employee trips that may occur with implementation of the TDM measures and
strategies. AECOM's TDM+ tool quantifies the effectiveness of individual and
grouped TDM strategies quickly and for a more refined geographic scale than other
available models. AECOM's MainStreet tool estimates trip generation for mixed use,
compact, infill and transit -oriented developments by considering location and land use
characteristics that are not addressed by generic trip generation methodologies.
AECOM will also use the C/CAG methodology to estimate the corresponding trip
credits.
Deliverable: Draft list of strategies and associated VMT reductions
Task D.5 - Prepare TDM Plan
The results of the previous tasks will be summarized in a TDM Plan document. It will
include descriptions of the measures, the intended audience (e.g., office employees
or residents), and the party responsible for implementation. The plan will include
monitoring and reporting requirements of the City of Redwood City. The draft will be
submitted to the City for review and comment. Responses to one set of consolidated
comments will be incorporated into the final plan.
Deliverable: Draft and final TDM plan
Optional Tasks B and C will be coordinated with the Initial Study effort and would
commence within 20 business days of the Notice to Proceed as directed by the City.
The draft technical reports will be provided by AECOM to the City within 6 weeks
following the site visits, at which time a meeting can be scheduled with the City and
the applicant as necessary. Task D would commence following completion of the
transportation study, and would be completed within 10 weeks from initiation, as
directed by the City.
cost
The level of effort for each optional task is summarized in the table below.
ATTY/AGR/2018.270/AECOM PSA
REV: 12-07-18 PR
