Appendix 1: AQ/HRA SOW <br />EXHIBIT A—AMENDED SCOPE OF SERVICES AND COSTS <br />Scope of Work <br />Based on the revised application submittal for the proposed project at 1601 EI Camino Real, and the relation <br />to additional offsite affordable housing development, the following scope of work integrates the development <br />of the additional project site at 1304 EI Camino Real into the original CEQA compliance services. The <br />augmented scope of work is based on Consultant's preliminary analysis of the project and potentially <br />significant effects related to air quality, human health risks, and archeological resources at the original 1601 <br />EI Camino Real project site. <br />For the 1304 EI Camino Real portion of the project, Consultant will prepare a consistency analysis in <br />compliance with CEQA Guidelines Section 15183. As outlined below in Task 3, Consultant will use the Initial <br />Study format for the consistency analysis, which will be integrated into the Draft E I Ras either as an appendix <br />or a stand-alone section. <br />The scope of work includes the following tasks. Optional tasks will be determined at the discretion of the <br />Community Development Director or its designee. <br />1. Task 1: Technical Studies <br />Consultant will complete the following studies to support CEQA clearance of the 1304 EI Camino Real <br />project site. <br />• Air Quality Report (health risk assessment and criteria pollutants)_ Consultant will conduct a <br />health risk assessment (HRA) that addresses the entire project at both 1304 EI Camino Real and <br />1601 EI Camino Real. Consultant will augment the analysis of criteria air pollutant, toxic air <br />contaminant (TAC), and greenhouse gas (GHG) emission impacts underway for the 1601 EI <br />Camino Real site by integrating the proposed offsite development of 38 residential units at 1304 EI <br />Camino Real. Consistent with the Downtown Precise Plan (DPP) EIR, the analysis will address <br />operational health risks on the project due to the proximity of EI Camino Real and the Caltrain <br />alignment and the associated TAC emissions along these corridors. In addition, health risks on <br />nearby sensitive land uses resulting from construction at both 1601 and 1304 EI Camino Real will <br />be analyzed. See attached Appendix 1 for a complete scope of work. <br />• Arborist Report Consultant's certified arborist will conduct an approximately half-day field visit to <br />the project site. The arborist report will provide information following an approach similar to the <br />Preliminary Arborist Report prepared for the 1601 EI Camino Real site and include an evaluation of <br />the health and structural condition of each tree, an identification of the trees that would be impacted <br />by the proposed project, and recommendations Portree preservation during the design, construction, <br />and operational phases of the project. <br />• Historic Resources Report Consultant will prepare a Historical Resource Inventory and <br />Evaluation and Historical Resources Impacts Analysis Technical Report (technical report) for the <br />1304 EI Camino Real site. Work includes a site visit, research, development of historical context of <br />the building on site; evaluation of the historic -age property for eligibility for California Register of <br />Historical Resources (CRHR) and/or City of Redwood City historic designation criteria (Redwood <br />City Municipal Code Chapter 40 — Historic Preservation, Sec 40.6); and a historical resources <br />impacts assessment to 1304 EI Camino Real (if it is found to be an historical resource). Consultant <br />will also provide an analysis of potential indirect effects of the project on the nearby 1322 EI Camino <br />Real, which was evaluated in 2010 and found eligible as a Redwood City historic resource. See <br />attached Appendix 2 for a complete scope of work. <br />• Noise Impact Report. Consultant will conduct up to four long-term measurements at the project <br />boundaries to document the existing day -night noise environment. The existing ambient noise levels <br />will be used to estimate the Sound Transmission Class (STC) ratings needed to meet the applicable <br />interior noise criterion of 45 dB Ldn for residential use (50 dB, Ldn for commercial use).
