Appendix 1: AQ/HRA SOW will use an approach similar to those required of HUD -funded projects for calculations of STC, and will specify the necessary STC values for windows and doors (to meet the interior noise standard) based on the exterior wall, window and door specifications provided to us by the project applicant. • Transportation and Circulation: Consultant's transportation expert will augment the ongoing Transportation Impact Analysis (TIA) for 1601 EI Camino Real to integrate the proposed residential development at 1304 EI Camino Real. In addition, a separate tech memo for the 1304 EI Camino Real site will be prepared to support the consistency analysis of transportation impacts for this site. The additional analysis of 1304 EI Camino Real will specifically address: o Site access and interface with Jackson Avenue and EI Camino Real including corner sight distances and a review of driveway spacing o Emergency vehicle access and circulation o Vehicular circulation o Pedestrian access and circulation within and adjacent to the site o Bicycle access and circulation within and adjacent to the site o Parking supply in comparison to City Code requirements and ITE parking demand The scope will utilize the existing Phase I report for 1304 EI Camino Real to support the Initial Study consistency analysis. No further investigations of potential hazards (e.g., Phase II) is required. 2. Task 2: Project Description Consultantwill prepare the Project Description of the 1304 EI Camino Real site within ten business days of receiving a notice to proceed (NTP) from the City. The Project Description will be based on the information already provided by the project applicant, and any additional information that becomes available prior to the NTP. The draft Project Description will be submitted to the City for review and subsequently revised for incorporation into the various technical studies and the Initial Study consistency analysis described below. 3. Task 3.1: 1304 EI Camino Real Administrative Draft 15183 Consistency Analysis The scope of work for Task 3 will be augmented to include the following changes: • Consultant will use the 2019 CEQA Guidelines Appendix G checklist to analyze the project. • Consultant will prepare a separate stand-alone 15183 consistency analysis of 1304 EI Camino Real. Consultant will use the Initial Study format to perform the analysis. The discussion will focus on consistency of the proposed development with the DTPP and DTPP EIR. Any additional analysis of 1304 EI Camino Real would be limited to those environmental effects which: 1) are specific to the project or the parcel; 2) were not analyzed as significant effects in the DTPP EIR; 3) are potentially significant off-site impacts and cumulative impacts which were not discussed in the DTPP EIR; or 4) are previously identified significant effects which, as a result of substantial new information which was not known at the time the DTPP EIR was certified, or are determined to have a more severe adverse impact than discussed in the prior EIR. Task 3.2: 1304 EI Camino Real Final 15183 Consistency Analysis Consultant will revise the draft consistency analysis to address consolidated review comments from the City. Consultant will produce a final consistency analysis, which will be incorporated into the Focused EIR as described under Task 4.1 below. The Task 3 scope of work will provide a consistency analysis of the proposed development at 1304 EI Camino Real, 4. Task 4.1: Expanded Administrative Draft EIR While the assessment of 1304 EI Camino Real primarily involves documenting consistency with the DTPP EIR, the EIR will be expanded to include a description of the proposal for this project site as well as a summary of the impacts at this location.
