Appendix 1: AQ/HRA SOW summarized in the body of the EIR or as a subsection of the EIR discussing Impacts Not Potentially Significant, as determined by the City. In addition, based on preliminary analysis of the 1601 EI Camino Real site and input provided by City, the Administrative Draft EIR will include the following additional sub -sections to address topics with potential significant impacts: Air Quality: health risk assessment and criteria pollutant analysis Cultural Resources: archeological resources and historic resources (Perry's Feed Shed) Following preparation of the Transportation Circulation Study (described below under Task 8), the Transportation section of the EIR will be augmented to summarize the associated impacts of the final recommended improvements as part of the No Project and With Project impact scenarios. Task 4.2: Screencheck Draft EIR The Consultant will address additional review comments to address the expanded Administrative Draft EIR described in Task 4.1. 5. Task 5.1: Admin Draft Final EIR The Consultant will augment the original scope of work to address the expanded EIR content described in Task 4, including the analysis of Air Quality and Cultural Resources and the inclusion of the 1304 EI Camino Real site and potentially increased number of public and agency comments received on the public review Draft EIR. Task 5.2: Final EIR The Consultant will address additional review and augment the mitigation and monitoring reporting program (MMRP) commensurate with the expanded EIR content. 6. Proiect Management and Meetings The Consultant will apply additional resources at the direction and management of staff engaged in the analysis of 1304 EI Camino Real and the additional topics addressed in the EIR. This task includes additional meetings specific to 1304 EI Camino Real, including attendance at formal meetings or hearings focused exclusively on the 1304 EI Camino Real site. Archeological Testing (Optional) This optional task would provide subsurface mechanical excavations and Geoprobe coring in order to confirm the presence of, and evaluate the significance of, an archaeological site (P-41-000506/ CA - SMA -358/H) that has been previously documented within the proposed South Main Mixed Use Development Project (Project). The archaeological site was originally identified during utility installation in 2001 and described as having both prehistoric and historic -era components, located on either side of Main Street, between Chestnut and Beech streets, with the main portion of the archaeological deposit between Cedar and Beech streets. The original site record also notes that Main Street was originally called Mound Street, and that the purported prehistoric component of the site could be the result of grading and redeposition of nearby shellmounds during the early historic -era. A subsequent investigation in 2007 expanded the site boundaries east of the Caltrain corridor deposit. Despite the disturbed context within the Caltrain right- of-way, based on the previous investigation of the area, CA -SMA -358/H was recommended as eligible for listing in the National Register of Historic Places under Criterion D — likely to yield information regarding important questions in prehistory and history. However, given the documented disturbed context and lack of supporting analysis, this recommendation is questionable. Additional work is necessary to confirm the presence of the site within the Project area and, if present, whether the site retains sufficient integrity for eligibility to the California Register of Historical Resources (CRHR). See the attached Appendix 3 for a complete scope of work. Conducting this additional testing prior to construction is expected to reduce the potential for construction delays as mitigation measures would already be in place. However, for CEQA compliance, it is also acceptable to conduct this work during the construction phase, rather than the planning phase as recommended above.
