Appendix 1: AQ/HRA SOW <br />instead identify the impacts on this resource as potentially significant, and in lieu of testing provide <br />detailed mitigation requirements applicable during the construction phase. The anticipated mitigation <br />would entail monitoring and evaluation of the site during construction excavation activities. Because <br />the sensitivity of the site cannot be determined without prior testing, the extent of any construction <br />delays resulting from implementation of mitigation during the construction phase cannot be precisely <br />stated. <br />8. Transportation Circulation Study (Optional) <br />This optional task would provide a transportation circulation study for the area bounded by EI Camino <br />Real, Maple Street, and Main Street south of downtown. The purpose of this study is to consolidate <br />various proposed transportation improvements in the area and to develop a preferred comprehensive <br />multi -modal circulation network for the area, including intersection configurations, control, as well as <br />identifying priority pedestrian and bicycle access points and infrastructure needs. The final circulation <br />system could then be used as a cumulative baseline for use in transportation impact analyses, such as <br />the South Main Street development. <br />The proposed scope of work includes the following tasks <br />• Task 1: Cumulative Forecasts <br />• Task 2: Microsimulation Model Development <br />• Task 3: Alternatives Testing, including the following roadway modifications: <br />- Signal at Main Street/Redwood Avenue and EI Camino Real (full access) <br />- Up to two geometry modifications at the Woodside Road / Main Street intersection <br />- Realign Cedar Street to line with Roosevelt Avenue <br />- Realign Beech Street to line with Lincoln Avenue <br />- Closure of Lathrop Street between Chestnut Street and EI Camino Real <br />- Closure of Lathrop Street between Cedar Street and EI Camino Real <br />- Closure of one of the railroad crossings at Maple Street, Main Street, or Chestnut Street <br />• Task 4: Documentation <br />A detailed scope of work for the Transportation Circulation Study is attached as Appendix 4. <br />9, Utilities Evaluation (Optional) <br />This optional task would provide engineering services related to the facilities evaluation of the proposed <br />South Main Mixed -Use project. Specifically, this facilities analysis would address the locations and <br />sizing of potable and recycled water, sewer, and storm water utilities in accordance with City <br />Engineering Standards. This is divided into seven -key tasks: <br />• Task 1. <br />Perform Water System Analysis <br />• Task 2. <br />Evaluate Recycled Water Systems <br />• Task 3. <br />Evaluate Sewer Collection System <br />• Task 4. <br />Evaluate Stormwater System <br />• Task 5. <br />Prepare Engineering Report <br />• Task 6. <br />Meeting and Project Management <br />• Task 7. <br />Optional Service Task for Additional Analysis <br />The work would be provided in accordance to the detailed scope of work, budget and schedule provided in <br />Appendix 5. <br />Cost <br />The costs associated with the tasks outlined above are listed below. The total cost to integrate 1304 EI <br />Camino Real into the ongoing CEQA efforts, and expand the EIR analysis to address potentially significant <br />cultural resources and air quality impacts will cost $150,112. The optional archeological testing would cost <br />$59,220. The total cost for the optional Transportation Circulation Study is $108,990. The total cost for the <br />optional Utilities Evaluation is $121,380.
