6.F. - Page 2 of 5 <br />On January 28, 2019, the City Council waived the first reading and introduced the ordinance regarding the <br />publication of ordinances and the ordinance regarding the publication of a notice of public hearing on the <br />budget. No changes are proposed to either ordinance since the January 28, 2019 City Council action. <br />The voter -approved amendment to Section 15 of the City Charter requires that ordinances be published <br />in accordance with procedures established by ordinance of the City Council. The first attached ordinance <br />provides that within fifteen days after adoption or amendment of an ordinance, the City Clerk shall publish <br />a summary of the ordinance or amendment in a newspaper of general circulation with the names of those <br />City Councilmembers voting for or against the ordinance. Further, within fifteen days of adoption of an <br />ordinance or amendment, the City Clerk shall post in the office of the City Clerk a certified copy of the full <br />text of the adopted ordinance or amendment along with the names of those City Councilmembers voting <br />for and against the ordinance or amendment. <br />The voter -approved amendment to Section 51.5 of the City Charter requires that the City Council cause a <br />notice of public hearing on the budget to be published at least once in accordance with procedures <br />established by ordinance of the City Council. The second attached ordinance provides that at least ten <br />days prior to the public hearing on the budget, the Deputy Treasurer shall publish a notice of the public <br />hearing on the City's Public Notices webpages. It further requires that at least ten days prior to the public <br />hearing on the budget, the Deputy Treasurer shall post a notice of public hearing on the budget at City <br />Hall and at all branches of the Redwood City Library, consistent with the posting of regular and special <br />agendas of meetings of the City Council. <br />If adopted, these ordinances will be effective as of March 13, 2019. <br />FISCAL IMPACT <br />There is no fiscal impact. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />127 <br />
