6.B. - Page 2 of 28 <br />• Development of a capital improvement plan (CIP) for the City's sanitary sewer system that <br />provides an upgrade/replacement schedule to ensure that the sewer system remains reliable <br />and cost effective. This would be folded into the Citywide CIP. <br />• A complete hydraulic model that will assist staff while reviewing development and <br />redevelopment activities to ensure any necessary improvements or upgrades to the sanitary <br />sewer system are addressed prior to approval of any redevelopment <br />• Identifying areas of high inflow and infiltration rates (groundwater and storm water flows that <br />enters into the sanitary sewer collection system) to address capacity issues and to reduce <br />treatment costs <br />ANALYSIS <br />Staff received proposals from the following three firms: EKI Environment & Water, Inc., West Yost <br />Associates, and Woodard & Curran. Staff evaluated the proposals based on the criteria below: <br />• Demonstrated success and range of experience in past projects. <br />• Qualifications and experience of the designated Project Manager and project team. <br />• Demonstrated expert knowledge of Sanitary Sewer Master Planning. <br />• Completeness of proposal. <br />• Approach and understanding of the project's scope, with effective and innovative strategy. <br />• Adequacy personnel effort proposed. <br />• Ability to provide quality control and management. <br />Woodard & Curran was chosen based on qualifications of their proposal and interview. Staff believes <br />Woodard & Curran to be the best qualified firm for this project by merit of experience, their staff's <br />technical knowledge and their project approach. Based on the evaluation, staff is recommending <br />Woodard & Curran to provide professional services to prepare a comprehensive Sanitary Sewer Master <br />Plan. <br />FISCAL IMPACT <br />Funds for the comprehensive Sanitary Sewer Master Plan were previously approved and appropriated in <br />Fiscal Year 2018-19 budget as Sewer Fund Capital Projects — the Sewer Rehab Program and the <br />Collection System Replacement Program with an available balance of $405,243.05 and $4,143,966.10, <br />respectively, as of November 30, 2018. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />24 <br />
