JAY PAUL <br />C O M P A N Y <br />February 11, 2019 <br />Mayor Ian Bain <br />City of Redwood City, City Council <br />1017 Middlefield Road <br />Redwood City, CA 94063 <br />RE: Harbor View <br />Comments to Draft EIR <br />Dear Mayor Bain and Council Members, <br />Prior to Jay Paul's acquisition of the Harbor View site, Malibu Grand Prix closed its doors <br />unable to sustain its business operations. During 2013-2014, Jay Paul acquired the Malibu parcel <br />and other adjacent parcels with the intent of developing a tech office campus similar to Pacific <br />Shores Center, located at the end of Seaport Blvd, which we developed in 2001. <br />After our acquisition of the Project site, the City determined our re -zoning effort should proceed <br />as part of the Inner Harbor Specific Plan. The IHSP was intended to present a vision and <br />specific regulations to improve the public and private realms along Redwood City's waterfront <br />area (Redwood Creek/Harbor Center), as directed by the Redwood City General Plan. This <br />combined approach was intended to assure a comprehensive study and disclosure of all potential <br />impacts throughout the entire 100 acre Inner Harbor area. The IHSP included a variety of uses <br />and properties, of which the 27 acre Harbor View site represented approximately 25%. <br />A draft Environmental Impact Report for the Inner Harbor Specific Plan was prepared and <br />released in October 2015. For reasons unrelated to our project, by mid -2016 it became clear the <br />Inner Harbor Specific Plan would not advance as envisioned. The City suspended all future <br />work on the plan and EIR and encouraged all property owners seeking redevelopment of their <br />parcels to submit independent project applications as the future of the plan was uncertain. <br />In February 2017, after a failed earlier planning commission request, we requested Council <br />consider initiation of a General Plan Amendment study to change the existing zoning at the <br />Harbor View site to Commercial Park (CP), similar to the existing zoning for much of the <br />Seaport area and which, if approved, would allow for a 10% smaller project than originally <br />proposed under the Inner Harbor Specific Plan. <br />Four Embarcadero Center, Suite 3620, San Francisco, CA 94111 Phone 415.263.7400 Fax 415.362.0698 w Jaypaul.com <br />
