6.A. - Page 2 of 17 <br />This undergrounding project has been planned and designed in coordination with the future Middlefield <br />Road bicycle and pedestrian streetscape improvement project within the same project limits. The <br />removal of the existing utility poles will create more space for pedestrians and bicyclists and will allow <br />for improved access in the sidewalk areas. <br />Due to the complexity of the project and required coordination between the Project, participating <br />utilities, Union Pacific Railroad, Caltrans, fronting property owners, and the traveling public (people <br />walking, riding bikes, riding transit, and driving) staff recommends hiring a construction manager <br />dedicated to the project. In addition to ensuring that the project will be built according to the approved <br />plans, specifications, and schedule, a construction manager will facilitate communication with Project <br />stakeholders and the broader public. This is particularly critical given Middlefield Road's role as a key <br />gateway to Downtown Redwood City. <br />The construction contract was awarded by the City Council on July 23, 2018 and work started at the end <br />of 2018. Staff anticipates that the installation of the underground conduits, vaults, and junction boxes <br />will be substantially complete in approximately one year. Following the installation of the conduits, <br />vaults, and junction boxes, the participating utility companies will reinstall their lines and equipment in <br />the new underground facilities, and remove their overhead line and utility poles. This process will take <br />approximately one year as well. <br />ANALYSIS <br />In November 2018, the City issued a request for proposals for construction management services for the <br />construction phase of the Rule 20A Middlefield Road Phase 1 Underground Utility District Project. The <br />City received five responsive proposals from 41-eaf Inc., Bellecci & Associates, CSG Consultants Inc., JKL <br />Construction Services, Inc., and STV Construction, Inc. Staff used four criteria to evaluate the proposals, <br />namely, qualifications, experience, project understanding, and knowledge of construction management <br />practices. Based on the evaluation of each proposal, 41-eaf Inc. ranks highest overall, with particular <br />strength in experience with Rule 20A undergrounding projects. Staff recommends 41-eaf, Inc. as the most <br />qualified firm to provide construction management services for this project. <br />FISCAL IMPACT <br />Funding for this contract is included in the Fiscal Year 2018-2019 Division Budget.
