6.1F Page 1 REPORT To the Honorable Mayor and City Council From the City Manager June 5, 2006 Subject Cost Shared Sidewalk Repair Project Recommendation By Motion, approve the contract documents, accept the bid, and award the contract for the 2005-2006 Cost Shared Sidewalk Repair Project to J J R Construction, Inc., of San Mateo, CA, for the amount of $463,700.00. Background On March 28, 2006, bids were sent to seven qualified bidders and the project was properly advertised. One sealed bid was received and opened at the Office of the City Clerk on April 19,2006. BIDDER JJR Construction, Inc., San Mateo, CA Engineer's Estimate PRICE $436,250.00 $344,750.00 JJR Construction is the sole responsible bidder at 34.5% above the Engineer's estimate. JJR was the contractor for the previous Tree Preservation and Sidewalk Repair Program and performed a Pilot Rubber and Concrete Side\,A,{alk Repair Project and completed the repairs to contract specifications. Staff is confident that they will complete the work according to specifications. The project will repair damaged sidewalk, driveway approach, and curb and gutter at any location in the City where the property owners agree to pay one-half the cost of concrete construction. The project includes the use of rubber panels for the sidewalk surface adjacent to trees to minimize root pruning. There is no charge to the property owner for associated tree mitigation or street paving. The contract includes the construction of wheel chair ramps at locations identified by resident requests and tree grates as needed. Staff has continued to follow the direction from the City Council and 1998 Tree Policy Task Force in the approach to this program. Tree work for the project will be coordinated and performed by the City's tree maintenance staff or annual tree maintenance contractor as resources are available. Tree retention will be determined on a case by case basis, with the first priority being to preserve trees. When necessary, staff will encourage property owners to preserve the street tree by allowing the City to establish a sidewalk maintenance easement on private property for the relocation of the sidewalk. The easement creates adequate space between the tree and new sidewalk for future tree growth or future tree planting. PaÇJe 1 of 2 '"
