<br />78 <br />Page 1 <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />And the Redevelopment Agency Board <br />From the Ci Mana er and the Executive Director <br /> <br />June 5, 2006 <br /> <br />Subject <br />EI Camino Real Community Mobility Improvement Study: Workshop #3 <br /> <br />Recommendations <br />1) Review design and approve concepts for capital improvements to EI Camino Real; <br />and, <br />2) direct staff to submit an application to the Metropolitan Transportation Commission <br />for capital grant funds to implement the preferred design concept{s). <br /> <br />Background <br />In recent years, Council has directed staff to seek outside funding for planning efforts <br />and capital improvements. A MTC grant previously awarded to SamTrans has <br />enabled the City to evaluate pedestrian mobility across EI Camino Real to the Caltrain <br />Station and downtown. MTC's capital grant program deadline (June 23. 2006) limits <br />the amount of time for Council's analysis of the proposed improvements. Should <br />Council need additional time, staff can apply for MTC grants in future funding cycles. <br /> <br />In 2004, SamTrans in partnership with the cities of Belmont, San Carlos, and Redwood <br />City was awarded a Metropolitan Transportation Commission (MTC) Transportation for <br />Livable Communities (TLC) planning grant of $63,850 to evaluate how to transform the <br />EI Camino Real to better link Caltrain stations with downtown areas. SamTrans <br />contributed the local match of $29,910, bringing the project total to $93,750. <br /> <br />The purpose of TLC is to support community-based transportation projects that <br />revitalize downtown areas, commercial cores, neighborhoods, and transit corridors by <br />enhancing the amenities and ambiance and making them places where people want to <br />live, work and visit. TLC provides funding for projects that are developed through an <br />inclusive community planning effort, provide for a range of transportation choices, and <br />support connectivity between transportation investments and land uses. <br /> <br />As Council is aware, there is a "Grand Boulevard" initiative currently underway. It is a <br />collaboration of 29 cities, two counties, and local and regional agencies, including <br />Sa mTrans , the Valley Transportation Authority, and the California Department of <br />Transportation to improve the performance, safety and aesthetics of EI Camino Real by <br /> <br />1 <br /> <br />1:2006 STAFF REPORTS AND AGREEMENTS_06-2006_ECR MTC TLC Planning Grant <br />
