78
Page 2

integrating it with the neighborhoods. The goal is to produce a coordinated series of
policies that will be embraced by all jurisdictions, thereby improving the functionality
and the appearance of EI Camino Real. Staff discussions with Mike Garvey, who is
heading this initiative with SamTrans, indicate that the policy process is in the early
stages. Projected implementation date for a comprehensive policy is 2008. Staff and
the consultant believe that the EI Camino Real Community Mobility Improvement Study
undertaken with the TLC planning grant will complement the broader Grand Boulevard
initiative and provide needed neighborhood benefits.

Project Area and Scope
Bottomley Associates, a landscape architecture design consulting firm, was retained by
SamTrans to develop design concepts appropriate for each city. For Redwood City, EI
Camino Real between Maple Street and Brewster Avenue was studied to assess
mobility from the residential neighborhoods to the Caltrain Station, SamTrans bus
transfer center, and the downtown area. Maple Street was selected beæuse of
proximity to existing multi-family housing and the Villa Montgomery affordable
development currently under construction. Brewster Street was selected because of
pedestrian activity generated from Sequoia High School students.

The project scope included three public workshops, review of relevant documents, field
review, design concepts, and preliminary cost estimates. Representatives from
SamTrans and staff consisting of Redevelopment, Engineering and Construction,
Planning, and Public Works provided data and input throughout the planning process.

A summary of the public workshops are as follows:

Workshop #1- October 1, 2005
The first community workshop was held at the San Mateo County History
Museum. Invitations to the workshop were emailed to participants of the City e-
news bulletin, SamTrans, Downtown Business Group, Sequoia High School, and
members of the San Mateo County Peninsula Bike and Pedestrian Coalition.
Flyers were posted in Whole Foods, city facilities including the library, parks and
recreation facilities and City Hall. The invitation notice also went out in a press
release and was described on the City's website.

Approximately one dozen participants attended and conducted a field
reconnaissance of EI Camino Real from Maple S1. to Brewster Ave. to identify
the safety and access issues. The consultant provided an open forum for the
participants to identify their concerns, including:

. EI Camino is unsafe and unfriendly to pedestrians,
. Wider sidewalks are definitely a good idea, and
. The long 'deceleration' lanes without curbside parking make bicycle travel
very uncomfortable.

2

1:2006 STAFF REPORTS AND AGREEMENTS_06-2006_ECR MTC TLC Planning Grant
