<br />REPORT <br /> <br />88 <br />Page 1 <br /> <br />To the Honorable Mayor and City Council <br />From the City Managør <br /> <br />June 5, 2006 <br /> <br />Subject <br />Water Utility Service Rates and Charges <br /> <br />Recommendation <br />1. Introduce Ordinance amendíng Redwood City Code - Section 38.5 - Water Basic <br />Service Charge; <br />2. Adopt a resolution amending Section 3 of the Rules and Regulations of the Redwood <br />City Water Department (Public Works Services Department) related to water rates; <br /> <br />Background <br />On April 3, 2006, The City Council took the following actions: <br />A. Opened the Public Hearing, received the staff report and presentation, heard public <br />comments, and continue the Hearing until the Council meeting of June 5, 2006. <br />B. Directed staff to conduct a Proposition 218 notification process to property owners. <br /> <br />On April 17, 2006, written notices of proposed increase in water rates were mailed to all <br />parcel property owners, together with information regarding the date, time, and location of <br />the June 5, 2006 public hearing. <br /> <br />During the period of April 17, to May 22,2006, five written protest letters were received, <br />and numerous phone calls requesting information about the rate increases and to express <br />their concerns on the hardship the rate increases impose on residents living on a fixed <br />income, were also received. <br /> <br />On January 23, 2006, the City Council took the following actions: <br />A. Approved the Redwood City Water Financing Plan - 2006 Update, prepared by <br />Bartle Wells Associates, Independent Public Finance Advisors for the purpose of <br />financing the Recycled Water Project - Alternative 'TF', as recommended by the <br />Community Task Force on Recycled Water; <br />B. Conceptually approved a 12% water rate increase, and asked the City Council <br />Utilities Committee to work with staff to recommend how rate increases could be <br />implemented on July 1, 2006; <br />C. Acting as the City of Redwood City Board of the Public Financing Authority, <br />authorizing the issuance of a second series of water revenue bonds to finance the <br />first phase of the recycled water project. <br />This staff report is focused on item "B." above. <br /> <br />The Water Financing Plan (first approved in January 2005) was developed for the <br />purposes of financing the Recycled Water Project - Alternative 'TF', and guiding staff in the <br />management of the Water Enterprise Fund. Council approval of the Financing Plan <br />demonstrated the city's commitment to long-term, prudent fiscal policy, and enhanced the <br /> <br />Page 1 of 4 <br /> <br />"*". ... ...c..
