One model that we might consider is creating 3 districts <br />within Redwood City and having the 3 top -vote getters in each district <br />hold office. There would then be a 9 person council. This model would <br />still ensure diversity and candidates would still have lower costs because <br />they would need fewer votes to win. But this model would also allow for <br />competitive races and ensure that issues are addressed in the best <br />interests of all residents, not just residents in one area or another.
