6.C. - Page 1 of 5 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />A,&/ <br />DATE: February 25, 2019 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />Award of Contract- Whipple and Veterans Overlay Project <br />RECOMMENDATION <br />From the City Manager <br />By motion, approve the contract documents and award the standard form construction contract for the <br />Whipple and Veterans Overlay Project to G. Bortolotto & Co., Inc. of San Carlos, California for their <br />responsive and responsible low base bid of $711,111.11; authorize the City Manager to execute the <br />contract and to increase the contract amount, if necessary, up to 10% of the amount awarded, not to <br />exceed $782,222.22 and find that the project is exempt and meets California Environmental Quality Act <br />(CEQA) exemption criteria as set forth in Section 15301 (Existing Facilities) and Section 15302 <br />(Replacement or Reconstruction) of the CEQA Guidelines. <br />STRATEGIC INITIATIVE <br />Transportation <br />BACKGROUND <br />In 2015, the City Council approved the 2014 Overlay Project which included the repaving of Whipple <br />Avenue between EI Camino Real and Upland Road. It also included the repaving of the Whipple Avenue <br />overpass of U.S. 101 and Veterans Boulevard between Whipple Avenue and the U.S. 101 southbound off - <br />ramp. From late 2015 to early 2016 work was completed on the project portion which consisted of the <br />repaving of Whipple Avenue from EI Camino Real to Upland Road. At that time the City was in the process <br />of applying for an encroachment permit from Caltrans to complete the Whipple overpass and the <br />Veterans off -ramp. The Whipple Overpass of U.S. 101 and the off -ramp onto Veterans are under Caltrans <br />jurisdiction and requires a Caltrans permit for any work. Due to the long process to obtain the Caltrans <br />permit, the City's contractor was no longer willing to complete the project under the current contract for <br />the 2014 Overlay Project.
