In response to this, staff closed out the project, removed <br />the remaining work from the original project, created a new project (Whipple and Veterans Overlay <br />Project) and put it out to bid to select a contractor. <br />This project is part of the City's Roadway Management Program, which is designed to address ongoing <br />pavement repair and replacement. This is phase two of the original project known as the "2014 Overlay <br />Project" as it was budgeted for in the 2014-15 Fiscal Year. Pavement requires repairs for a variety of <br />reasons including general aging, the damaging effects of traffic loads, weather, intrusive tree roots and <br />water. The Roadway Management Program inventories, assesses, and tracks the maintenance of the City's <br />roadways. Roadways are selected for resurfacing based on staff's assessment of overall condition and <br />projects are coordinated to make the most efficient use of resources. <br />The Whipple and Veterans Overlay Project includes Whipple Avenue from Veterans Boulevard to <br />northbound U.S. 101 on-ramp and Veterans Boulevard from southbound U.S. 101 off -ramp to Whipple <br />Avenue. The attached project location map details the exact location. <br />A Federal grant totaling $548,000.00 was awarded to the City for this project as a result of staff's <br />application for the Surface Transportation Program (STP) and the Congestion Mitigation & Air Quality <br />Improvement Program (CMAQ) funds. Caltrans approved the City's request for authorization to proceed <br />with construction on February 17, 2015. From the grant, $253,000.0 is remaining for the Whipple and <br />Veterans Overlay project. <br />As required by City policy, the City put this project out to bid in December 2018. The following report <br />outlines the scope of the results of this bid. The project if awarded is expected to start in May 2019 and <br />run through July 2019. <br />ANALYSIS <br />The Whipple and Veterans Overlay Project will repair failed asphalt sections on Whipple Avenue at the <br />U.S. 101 overpass and on Veterans Boulevard. It will then overlay portions of Whipple Avenue and <br />Veterans Boulevard with 2 -inches to 2.5 -inches of asphalt concrete. This project will also include striping <br />changes such as adding bike lanes to the Whipple Avenue overpass. Changes have been reviewed and <br />approved by Caltrans. These improvements comply with the city's complete streets policy.
