6.C. - Page 3 of 5 <br />Recommended Bidder: G. Bortolotto & Company, Inc. <br />Substantiation: G. Bortolotto & Company, Inc. is the lowest responsive and <br />responsible bidder. <br />The bid of $711,111.11 from G. Bortolotto & Company, Inc. is 7.4% greater than the engineer's estimate <br />of $662,119.00. Based upon the bids received, staff believes that the low bid of $711,111.11 is reasonable <br />and recommends awarding the contract to G. Bortolotto & Company, Inc. <br />Construction will begin in May 2019 and conclude in July 2019. Notification of the work will be mailed to <br />area residents, property owners and business owners in April 2019. Residents and businesses will receive <br />an additional notice 14 days in advance of the start of work in their immediate area. Staff will <br />communicate citywide using normal communication channels. Project updates will also be available on <br />the City's website. Construction start date is subject to approval of Caltrans double permit for the <br />Contractor. <br />FISCAL IMPACT <br />Staff had previously secured $548,000.00 in grant funds for both phases of the 2014 Overlay project from <br />the Surface Transportation Program/Congestion Mitigation and Air Quality Improvement (STP/CMAQ) <br />fund. Phase one of the project used $294,957.00 of the grant. For phase two, the Whipple and Veterans <br />Overlay Project, $253,043.00 of grant funds is remaining. Additional funds for the remaining $458,068.11, <br />have been approved and appropriated in the current budget as Transportation Fund -- Street Pavement <br />Management Programs. <br />ENVIRONMENTAL REVIEW <br />Caltrans has determined that the 2014 Overlay Project meets specified National Environmental Policy <br />Act (NEPA) exclusion criteria. The City of Redwood City has determined that the Whipple and Veterans <br />Overlay Project meets the CEQA exemption criteria as set forth in Sections 15301, ("Existing Facilities") <br />and Section 15302 (Replacement or Reconstruction) because both streets are existing rights of way and <br />the project would not involve any expansion of use, and because the project involves the partial <br />reconstruction of both streets.
