6.E. - Page 2 of 18 <br />ANALYSIS <br />During the Fiscal Year 2009/2010 budget reductions, the Police Department eliminated the PAL <br />Coordinator position (Management Analyst) and the Fiscal Year 2010/2011 adopted budget provided for <br />the further restructuring of police staffing and support to PAL. Positions which had previously been <br />dedicated to PAL and staffed by sworn police officers were eliminated and the position of a civilian <br />executive director was created as a direct report to the PAL board of directors. The reductions in police <br />staffing for PAL resulted in an aggregate savings of approximately $450,000 annually. Additionally, an <br />agreement with PAL to provide youth services was executed with the City and the Police Department <br />through funding support of $80,000 annually beginning in Fiscal Year 2010/2011 through Fiscal Year <br />2017/2018. <br />To provide continued support for the realignment of PAL from sworn police officer staffing to a civilian <br />executive director and to provide continued programmatic support, $80,000 has been budgeted in <br />account 150-62115 - Police Activities League, in the Fiscal Year 2018/2019 budget. An additional $80,000 <br />will be proposed in the Parks, Recreation, and Community Services Department Fiscal Year 2019/2020 <br />budget and the total funding over two years shall not exceed $160,000. <br />FISCAL IMPACT <br />The necessary funding has been budgeted in account 150-62115 — Police Activities League in the Fiscal <br />Year 2018/2019 Adopted Budget. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />The City Council could decide not to approve the agreement. <br />ATTACHMENTS <br />Attachment A: PAL Grant Agreement FY2018-2019 through FY2019-2020 <br />Attachment B: Certificate of Liability Insurance <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />49 <br />
