affect flow routing. City will provide record drawings and field verification if needed to
obtain or confirm data for critical sewers. Consultant will provide up to 40 hours of
network data research, including review of old maps and as -built records. In areas
where reasonable to do so, pipeline data may be inferred based on assumed distance
below ground, assumed minimum slope, and/or interpolation between upstream and
downstream pipes. It is assumed that missing manhole rim elevations will be obtained
from San Mateo County UDAR data.
Subtask 6.3 - Delineate and Populate Subbasins and Loadings
The Consultant will define loading areas to be used to assign the model loads
developed under Task 4 as well as inflow and infiltration (1/1) to the modeled network.
These loading areas may be individual parcels or grouped parcels that load to the same
pipe or manhole.
The Consultant will also review the major system basins previously delineated by City
staff and recommend updates to those basins.
Subtask 6.4 - Calibrate Model
The Consultant will run the model under existing conditions and compare the computed
dry weather and wet weather flow hydrographs to observed flow monitoring data from
the flow monitoring program conducted under Task 3 and selected sites from previous
wet weather seasons 2015/2016 (Redwood Shores and Seaport/Pacific Shores),
2016/2017, 2017/2018 that may be useful for model calibration. Modeling parameters
such as unit flow rates, diumal curves, and 1/1 factors will be adjusted to achieve a
reasonable match for modeled to metered flows.
Subtask 6.5 - Prepare Model Development TM
The Consultant will prepare a technical memorandum summarizing the basis for model
construction and calibration, including basis of model loads developed under Task 4.
This documentation will focus on the sources of data used and how the model was
developed specifically for the City.
Deliverables:
• Draft TM summarizing development of the hydraulic model.
• Hydraulic model files in EPA SWMM5 format and the file format used for the
project to be provided at project completion.
TASK 7 - EVALUATE SYSTEM HYDRAULIC PERFORMANCE
Subtask 7.1 - Conduct Model Simulations and Identify Capacity Deficiencies
The Consultant will use the calibrated hydraulic model to analyze the capacity of the
sewer system under existing and future dry and wet weather flows. Capacity
deficiencies will be identified and presented graphically on maps and through model
demonstrations to City staff. Based on model results, the Consultant will also identify
and rank sewer basins with the highest inflow and infiltration rates or peaking factors.
REV: 01-28-19 PR
ATTY/AGR.2019.012ANoodard & Curran
