Comments included that if a grant is <br /> obtained that the Architectural Review Committee might be best suited to be <br /> involved at the design level. <br /> M/S Bain/Howard to: <br /> 1. Approve concepts for capital improvements to EI Camino Real; and involve <br /> the Architectural Review Committee in the review of the design. <br /> 2. Direct staff to submit an application to the Metropolitan Transportation <br /> Commission for capital grant funds to implement the preferred design <br /> concept(s). <br /> The motion passed by a unanimous voice vote by those present. <br /> MINUTE ORDER 06-120 <br />8. PUBLIC HEARINGS: <br />A. Redwood Shores Lagoon Bank Policy and Construction Guidelines <br /> Recommendation: <br /> M/S Howard/Ira to approve the Redwood Shores Lagoon Bank Policy and <br /> Construction Guidelines be continued to the July 10, 2006 Joint City <br /> Council/Board of Equalization meeting. <br /> The motion passed by a unanimous voice vote by those present. <br /> MINUTE ORDER 06-121 <br />B. Water Utility Services Rates and Charges <br /> Council Member Ira speaking on behalf of the Utilities Committee explained that <br /> the recommendation was unanimous from the Committee based on direction from <br /> the Council and public input from last year and thus far this year. He stated that <br /> one of the issues is that the plan is based on a 14% increase from Hetch Hetchy <br /> although that increase is still uncertain. He further explained that in order to <br /> provide sufficient notification and lead time for the increase it was necessary to <br /> make a decision prior to the final numbers from Hetch Hetchy which could impact <br /> next year's rates. <br /> Public Works Superintendent Rosas explained that if the approved tonight, the <br /> rates would be effective August 4, 2006. He stated that at the Council meeting of <br /> April 3, the public hearing was opened and received a comprehensive detailed <br /> staff report then continued the public hearing until June 5. At the same time, <br /> Council was directed to conduct a Proposition 218 notification process to all <br /> property owners.
