<br /> 6.10 <br />REPORT Page 1 <br />To the HOh<.trable Mayor and City Q:auneil <br />Ft()'nl the Ci.tyManttger <br />June 19, 2006 <br />Subject <br />Agreement Amendment NO.1 for Technical Support Services to the City's Supervisory <br />Control and Data Acquisition System (SCADA) for Water and Wastewater Utilities Systems <br />Recommendation <br />By motion, authorize the City Manager to execute Amendment NO.1 to the Agreement with <br />The EDCCO Group of San Carlos, California for the not-to-exceed amount of $85,000 to <br />continue technical support services for the SCADA System through the second year of a <br />two-year Agreement. <br />Background <br />The City's water, sewer and stormwater pumping and storage facilities (approximately 77 <br />separate remote sites) are monitored and controlled by the centralized SCADA system. <br />Because of the highly specialized hardware and software expertise required to operate <br />SCADA, the City has need for professional technical support services to maintain the <br />SCADA system, provide 24-hour emergency response and to supplement the efforts of <br />Public Works Services (PWS) staff. <br />In July 2005, the City Manager approved a two-year Agreement with The EDCCO Group to <br />provide technical support and emergency services to the City's SCADA system. The two- <br />year Agreement contains provisions to (1) amend the Agreement to cover an additional <br />two-year period or part thereof and (2) set the compensation for services at a not to exceed <br />amount of $50,000 annually for the term of the Agreement. Based on past needs and the <br />addition of the new SCADA connection to downtown cinema parking garage groundwater <br />pumping system, staff is recommending an increase to the not to exceed amount from <br />$50,000 annually to $85,000 for the second year of the Agreement in order to extend the <br />current scope of services to this pump station. <br />Technical support and scope of this Amendment applies to the cinema garage pumping <br />system after completion and acceptance of the cinema project by the City, and City <br />maintenance related responsibilities are in effect. While the cinema parking garage pump <br />system SCADA connection is a significant driver for the proposed increase, the staff <br />recommendation is also based on an assessment of the current expenditure trend and <br />needs, and the projected service needs in the coming fiscal year. The consultant's fee <br />schedule is unchanged. Compensation for service is based on time and materials, at <br />actual cost, as detailed in monthly invoices. The EDCCO Group has worked with the City <br />since 1999 assisting PWS to improve upon the performance of the system and to manage <br />software licensing and upgrades for the system, when needed. This vitally important <br />specialized support is budgeted annually to ensure continual optimal operation of the <br />SCADA system. <br /> ...--.--.--.."'. <br />
