6.E. - Page 2 of 16 <br />requesting the City Council to execute a Resolution consenting to the annexation and to provide a copy <br />to the District to proceed with the annexation. <br />ANALYSIS <br />This request was submitted by San Mateo County Department of Public Works which administers the <br />District. The purpose of this request is to secure sanitary sewer service from the Oak Knoll Sewer <br />Maintenance District for the identified property pursuant to the Oak Knoll Sewage Treatment and <br />Disposal Agreement between the County of San Mateo and the City of Redwood City dated March 18, <br />1958. The property is within the Emerald Lake Hills Wastewater Management Plan Agreement service <br />area (an agreement between the County of San Mateo and the City of Redwood City dated August 23, <br />1983), and is eligible to use a portion of the sewage treatment capacity allocated to the District. <br />However, the nearest sanitary sewer line point of connection is located in the Oak Knoll Sewer <br />Maintenance District (District). The nearby location of the Oak Knoll point of connection to the <br />property is the reason why the property owner (Clap Financial, LLC) of 735 Upland Road requested its <br />property to be annexed to the District. The sewer capacity necessary to service this property is <br />provided as part of a total County allocation of 0.5 million gallons/day pursuant to the Emerald Lake <br />Heights Capacity Agreement between the County of San Mateo and the City of Redwood City dated <br />August 19, 1980. The request was received and has been reviewed by the City's Community <br />Development Department Engineering staff as acceptable. <br />A complete copy of the 1958, 1980 and 1983 Agreements are available for review in the City Clerk's <br />Office. <br />FISCAL IMPACT <br />There is no fiscal impact to the City as the County of San Mateo Department of Public Works is responsible <br />for maintenance of the adjacent sanitary sewer main and other services in unincorporated areas. <br />ENVIRONMENTAL REVIEW <br />The project is exempt from California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines <br />Section 15319 because it involves the annexation of an existing home to a special district. <br />PUBLIC NOTICE <br />Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />152 <br />
