6.B. - Page 1 of 5 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />A,&/ <br />DATE: March 11, 2019 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Award of Contract — Marshall Street Intersection Improvements at Jefferson Avenue and Middlefield <br />Road Project <br />RECOMMENDATION <br />By motion, approve, and authorize the City Manager to execute the contract documents and award the <br />standard form contract 00520 for the Marshall Street Intersection Improvements at Jefferson Avenue and <br />Middlefield Road Project to Seton Pacific Construction of San Francisco for their responsive and <br />responsible total bid (base bid and additive alternate bid) of $398,805 and authorize the City Manager to <br />increase the contract amount, if necessary, up to 10% of the amount awarded. <br />STRATEGIC INITIATIVE <br />Public Safety <br />BACKGROUND <br />On November 16, 2015 the City Council approved the development project located at 601 Marshall Street, <br />an 8 -story, 124,220 sq. ft. office building with ground floor active uses. As part of the conditions of <br />approval required by the Engineering Division, the project was responsible for the costs related to the <br />construction of bulb -outs and associated improvements along the property frontage at the intersections <br />of Marshall Street and Jefferson Avenue, and Marshall Street and Middlefield Road. The City was <br />responsible for the other three corners at each of the intersections, and had intended to have the project <br />developer pay for and construct the improvements instead of paying the Traffic Impact Fee (TIF). <br />One month after the project received entitlements, a City -initiated TIF study was completed that included <br />a determination that downtown projects would need to pay substantially less than the previous rates. <br />This meant that the costs for the developer to construct the intersection improvements were significantly <br />more than the TIF.
