6.B. - Page 2 of 5 <br />the intersection improvements related to their project frontage, or approximately one quarter of the total <br />improvements. <br />The Agreement required the Developer to deposit $148,951 with the City prior to building permit <br />issuance, and to prepare design drawings for the intersection improvements prior to Certificate of <br />Occupancy. The funds have been paid, and the plans and specifications were prepared by BKF Engineers <br />and used for the bidding of this project. <br />On September 25, 2017 the City Council rejected all bids for the project due to costs exceeding the total <br />funding available for the entire intersection; bids sought at that time included constructing intersection <br />improvements consistent with the conditions of approval, as well as additional improvements at the <br />intersection of Marshall Street and Middlefield Road. The currently proposed agreement limits the scope <br />of the improvements primarily to the intersection of Marshall Street and Jefferson Avenue given that this <br />is the most critical location for improvements. <br />ANALYSIS <br />The project consists of the following improvements: <br />1) Demolition and removal of existing pavement and excavation <br />2) Clearing and grubbing <br />3) Concrete curb, gutter, sidewalk, curb ramps, and bulbouts <br />4) Storm drain inlets, manholes, reinforced concrete pipes, and other drainage modifications <br />5) Excavation, backfill, and compaction <br />6) Asphalt grinding and overlay <br />7) Traffic signal modifications <br />8) Temporary and permanent pavement delineation and roadway markings <br />9) Roadside signs and markers <br />10) Existing utility box/cover and fire hydrant adjustments to final grade <br />11) Restoration of existing landscape, irrigation, and hardscape improvements <br />The base bid for the project consists of the bulb -out, pavement, pavement markings and signage work. <br />The additive alternate bid consists of installing a traffic signal interconnect that will link the traffic signals <br />at Jefferson/Middlefield and Marshall/Middlefield. <br />The four bids received at the bid opening on February 20, 2019, are summarized in the table below. <br />Bidder <br />Total Bid Amount <br />Seton Pacific Construction of San Francisco <br />$398,805.00 <br />Mitchell Engineering of San Francisco <br />$414,595.00 <br />Golden Bay Construction Inc. of Hayward <br />$441,378.50 <br />Sposeto Engineering Inc. of Livermore <br />$551,021.00 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />22 <br />
