6.B. - Page 3 of 5 <br />Bidder <br />Total Bid Amount <br />Engineer's Estimate <br />$555,220.00 <br />Recommended Bidder: Seton Pacific Construction <br />Substantiation: Seton Pacific Construction is the lowest responsive and responsible bidder. <br />The low bid of $398,805 submitted by Seton Pacific Construction is approximately 72% of the engineer's <br />estimate of $555,220. Seton Pacific Construction has successfully completed similar projects in the past <br />and is a qualified contractor. Based on the bids received, staff believes that the low bid is reasonable and <br />recommends awarding the contract to Seton Pacific Construction. <br />Construction is expected to begin at the beginning of April 2019, and conclude within 75 calendar days. <br />The City will give notice to all residents, businesses, and community organizations that might be affected <br />by the construction. Additionally, the contractor is obligated to inform area residents and businesses two <br />weeks prior to the start of work. Signage that contains project information will be posted at the <br />construction site and construction updates will be available on the City's website. <br />FISCAL IMPACT <br />Funding for this project is partially paid by the developer contribution of $148,951, and the remaining <br />funds have been approved and appropriated through City of Redwood City's FY 2017-2018 Capital <br />Improvement Program. <br />ENVIRONMENTAL REVIEW <br />As the lead agency, City of Redwood City has determined that the Marshall Street Intersection <br />Improvements at Jefferson Avenue and Middlefield Road Project meets the California Environmental <br />Quality Act (CEQA) exemption criteria as set forth in Section 15301, "Existing Facilities," because the <br />project would be a minor alteration of the existing use of the public right-of-way.
