6.C. - Page 2 of 121 <br />ANALYSIS <br />The current number of sites needing repair exceeds staff capacity; therefore, PWS staff has determined <br />that the use of contract work will be beneficial by allowing staff more time for preventative maintenance, <br />daily operational work and complex system repairs. <br />Staff reached out to twenty contractors via email and phone regarding the "Concrete/Asphalt Repair" <br />Notice Inviting Bid (NIB), and a notice was published on December 28, 2018 in the San Mateo DailyJournal. <br />PWS received three bids as shown below. <br />Table #1: Bid Results <br />Table #2: Terms <br />Name of Bidder <br />Bid Amount <br />Bay Area Paving Co., Inc. <br />$876,200 <br />Golden Bay Construction, Inc. <br />$1,952,101 <br />Silicon Valley Paving, Inc. <br />$1,968,210 <br />Staff recommends awarding the General Services Agreement to Bay Area Paving Co., Inc. as the lowest <br />responsive and responsible bidder. Moreover, Bay Area Paving has performed several other contracts of <br />this nature for the City. Staff is confident in their ability to perform work consistent with the City's <br />engineering standards. Work will be assigned and completed at the direction of Public Works staff on an <br />as needed basis, at a specific rate per task as described in the contract.
