Agreement for HdL Services Exhibit A —Scope of services <br />CITY and HdL will collaborate on the format and data to be included in the daily <br />journal file, and how often it is to be generated. CITY is responsible for the <br />import of the daily journal file into its financial system. <br />1.7.2. Community Development/Building system (TRAKiT) — HdL will provide a web <br />interface for business license integration to the City's permitting system <br />(TRAKiT) in order to look up the City's business license status for a contractor. <br />The City can use this interface in order to retrieve the City business license status <br />for the contractor. The CSLB issued contractor ID is supplied to the web service, <br />and the contractor's current City business license #, status, and expire date are <br />returned. <br />1.7.3. Business license discovery service provider (Muniservices) — HdL Prime includes <br />built-in capabilities to export business license data, which will then be provided to <br />the City's business license discovery service provider. <br />1.7.4. Geographic Information System (Esri ArcGIS) — HdL Prime includes built-in <br />capabilities to export business license data, which will be used to provide business <br />registry data for import into Esri ArcGIS as a map layer. <br />1.8. Software Modifications — HdL Prime is a configurable off the shelf system (COTS). <br />Although it is not custom software, HdL frequently implements enhancements that are <br />the result of a client request. When the City submits an enhancement request, the City <br />will designate the request as a general enhancement request, or a special enhancement <br />request. The request will then be handled as described here: <br />1.8.1. General Enhancement Request — the request is recorded on HdL's enhancement <br />backlog, for review by HdL's triage team, comprised of a mixture of client <br />service and development team personnel. The request will be reviewed to <br />determine the perceived benefit of the enhancement, if it is aligned with HdL's <br />development philosophy, and if it will benefit other clients, and weighed against <br />the cost of development and the current development pipeline. The triage team <br />will make a determination of whether the enhancement will be implemented, and <br />if so, when, at no cost to the City. <br />1.8.2. Special Enhancement Request — the request is handled as a change request. First, <br />it is reviewed to determine if the enhancement is aligned with HdL's development <br />philosophy and would not be detrimental to HdL's development plans and other <br />clients. The request will then be assigned to HdL Project Management personnel <br />who will work with the City to document the requirements and designed timeline <br />for the enhancement. A Statement of Work document will then be provided to the <br />City for approval, detailing the scope of the enhancement, timeline, and <br />development costs, which may require an amendment to this Agreement. Upon <br />approval, the enhancement will be slotted in to the development pipeline for <br />implementation. <br />2. Payment Processing Services <br />2.1. Payment Processing - HdL shall provide its Services to support payments remitted to <br />City. HdL shall transmit transactions for authorization and settlement through HdL's <br />certified payment processor, FIS. Funds for transactions processed by HdL hereunder <br />shall be submitted to City's designated bank account as follows: (i) no more than two (2) <br />business banking days after all Transactions (other than electronic Check Transactions) <br />that are successfully processed prior to 5:00 p.m. ET on each business banking day (e.g., <br />a Transaction authorized at 2:00 p.m. ET on Monday will be submitted on Wednesday; a <br />Transaction successfully processed at 8:00 p.m. ET on Monday will be submitted on <br />REV: 02-28-19 PR <br />ATTY/AGR.2019.049/HDL Prime Business License & TOT Software <br />
