<br />Peninsula Celebration Association's 67th Annual Fourth of July Celebration, 2006

<br />Recommendation
<br />The City Council authorize execution of a letter permit for the Fourth of July Celebration sponsored by the
<br />Peninsula Celebration Association and the Car Show sponsored by the Downtown Business Group.
<br />
<br />Background
<br />The Peninsula Celebration Association (PCA) has requested permission to conduct the annual Fourth of
<br />July Celebration. The peA has announced they will provide a fireworks demonstration as part of this
<br />year's events located in the turning basin of Redwood Creek in the Port of Redwood City from 9:30 to
<br />10:00 P.M. The Parks and Recreation Department will sponsor their annual "Fun Run" along the PCA
<br />parade route at 9:00 A.M. The Downtown Business Group will sponsor their annual "Car Show and
<br />Festival" at 7:00 AM. The traditional parade will begin at 10:00 A.M. The arts & crafts fair and festival will
<br />be held in the downtown area of Redwood City from 9:00 A.M. through 5:00 P.M.

<br />On July 4th, the parade line-up area will be reserved from 5:00 A.M. to 2:00 P.M. and the parade route
<br />will be reserved from 6:00 A.M. until 2:00 P.M. The arts and crafts fair and festival will be reserved at
<br />2:00 P.M. on Monday July 3rd through 8:00 P.M. on Tuesday July 4th. The car show and festival will be
<br />reserved at 6:00 A.M. through 5:00 P.M. Seaport Blvd will be closed to vehicular traffic from
<br />approximately 5:00 P.M. or until designated parking spaces in the port area are filled, until 10:00 P.M.
<br />when vehicular traffic will begin to leave the fireworks demonstration. Additional road closures will be
<br />conducted in coordination with the Port of Redwood City, the Redwood City Police Department, Port
<br />Area property owners, the PCA, and the security staff they have contracted with.
<br />
<br />The parade will be conducted in the areas detailed on the attached map provided by the PCA in their
<br />letter dated May 15th, 2006. The fair and festival will be conducted along Bradford Street from Jefferson
<br />Ave to Hamilton Street, Middlefield from Veterans Blvd to Marshall Street, and Hamilton Street from
<br />Bradford to Marshall Street. Parade staging areas continue to require road closures throughout the
<br />Centennial Neighborhood. The Downtown Business Group Car Show will be conducted on Broadway
<br />from EI Camino to the Railroad right-of-way. Minor alterations to the parade route and festival areas may
<br />be required along the established parade and festival area to facilitate these events. In this event, any
<br />change to the parade route and festival area locations will be determined under the supervision and
<br />approval of the Police Chief or his designee.

<br />The City agrees to provide the following services and facilities: street sweepers, barricades, bleacher
<br />delivery, installation of flags along the parade route, use of a 1-112 inch fire hydrant for an antique fire
<br />truck demonstration, use of the parking structure on Marshall Street on July 4th, Media Parking lot on
<br />Main Street, and use of the Hamilton Street parking lot along Winslow Street for handicap and vendor
<br />parking, closure and parking restrictions as detailed in the PCA parade application and letter along
<br />
