<br /> 5.2A <br />REPORT Page 1 <br />To the Honorable Mayor and City Council <br />From the Oity Manager <br />June 26, 2006 <br />Subject <br />The Redwood City Fire Department requests adoption of the revised Emergency <br />Operations Plan dated May 2006. <br />Recommendation <br />Mov~ to adopt the Resolution approving the Emergency Operations Plan (EOP) as written <br />for use in Redwood City during complex or large scale emergency situations. <br />Background <br />An Emergency Operations Plan illustrates the communit)ts plan to address various human- <br />caused and natural emergency situations including fires, earthquakes, flooding, hazardous <br />spills, explosion, and civil disorders. Redwood City's current EOPwas developed in 1998. <br />The City of Redwood City's ability to efficiently deal with a significant incident within the <br />city, or a large scale disaster affecting the region, has diminished over the last five to ten <br />years due to outdated plans. Although Redwood City's Emergency Operations Team is <br />very capable of working collaboratively toward supporting our community, the existing <br />Emergency Operations Plan (EOP) is no longer current and risk-specific plans to use as <br />guides during actual emergency situations have not been adequately developed. <br />Per Redwood City's Municipal Code Section 10.5, the Fire Chief has the responsibility for <br />the operation of the EOC and serves as the Emergency Operations Manager,.reporting <br />directly to the City Manager, who serves as the Director of Emergency Services and is <br />charged with maintaining the City's disaster preparedness capability. The Fire Department <br />is responsible for the maintenance of the Emergency Operations Plan (EOP) and the <br />training of city staff to effectively function both in the EOC and in the field during an incident <br />or disaster. The revised EOP is compatible with emergency planning conducted by the San <br />Mateo County Office of Emergency Services and Homeland Security throughout the <br />region. <br />The EOP that we presently utilize was drafted in 1998. In order to comply with state and <br />federally mandated legislation, the Disaster Mitigation Act of 2000 (DMA 2000, Public Law <br />106-390), the City needs to adopt a plan which employs the Standard Emergency <br />Management System. The 1998 plan started this process, but legislation adopted after the <br />plan was developed has out-paced our current plan. <br />
