<br /> 5.2A <br />Recently, Homeland Security Presidential Directive 5 (HSPD-5) was implemented and Page 2 <br />requires the use ofthe National Incident Management System (NIMS). The directive allows <br />jurisdictions to comply in the interim by adopting the Incident Command System (lCS). <br />Redwood City Fire is currently in short-term compliance with this requirement, although the <br />City's current EOP does not conform to all compliance standards. By adopting the updated <br />emergency operations plan we will meet compliance requirements and will remove any <br />jeopardy to federal reimbursement following a disaster. <br />Adoption of the new EOP will also protect Redwood City's eligibility for state <br />reimbursement during a disaster. On January 1, 1993, S8 1841, also known as the Petris <br />Bill, went into effect requiring multiple compliance points. The most significant of these <br />points with respect to Redwood City is the requirement to use a standardized emergency <br />management system (SEMS). Redwood City has utilized the incident command system <br />(ICS) to meet this intent. In summary the revised EOP will be compatible with both the <br />SEMS and NIMS requirements. <br />It is important that the City's current plan be revised in order to serve the community more <br />effectively than we are currently able. A revised plan that will have realistic expectations for <br />successful implementation will also require active participation and commitment on behalf <br />of a host of stakeholders and participants ranging from Council and Department Heads to <br />community members and local businesses. The Fire Department will progressively manage <br />the coordination process as services are reinstated in the near future. <br />Alternative <br />Continue to utilize an out dated emergency operations plan that does not reflect current <br />Ubest practices" and could jeopardize the City's ability to recover State and Federal funds <br />after a disaster. <br />Fiscal Impact <br />A total of $14,930.00 has already been allocated by the City manager's Office to engage a <br />private consultant, AANKO Technologies Inc., for the development of the emergency <br />operations plan for the City of Redwood City. This new EOP was developed in cooperation <br />with city staff by a well informed consulting firm who recently worked in the region on the <br />design of other Emergency Operations Plans. The new EOP was developed with the <br />consultant's experience with current industry trends and working within the compliance <br />issues of the Standardized Emergency Management System, the National Incident <br />Management System and the Incident Command System. The speCifIC act of adopting the <br />new Emergency Operations Plan will not cause additional impact to the general fund. <br />~l~-- k~ E(jj~vf- <br />?tames F.
