<br /> 5.2A <br />City of Redwood City Page 4 <br />Emergency Operations Plan - Executive Summary <br />EXECUTIVE SUMMARY: <br /> Background <br />The City of Redwood City Emergency Operations Plan (EOP) describes how the City <br />will manage and coordinate resources and personnel responding during periods of <br />emergency. <br />The Plan accomplishes the following: <br />. Establishes the emergency management structure utilized for prevention, <br /> protection, response and recovery of emergencies affecting the City of Redwood <br /> City; <br />. Identifies the policies, responsibilities & procedures utilized to protect the health <br /> & safety of the citizens of the City of Redwood City, public & private property & <br /> the environmental effects of natural, technological and man-made emergencies & <br /> disasters; <br />. Establishes the operational concepts & procedures associated with day-to--day <br /> field response to emergencies by City Departments under the Incident Command <br /> System (ICS); <br />. Establishes the policies & procedures for the City of Redwood City Emergency <br /> Operations Center (EOC) activities; and <br />. Defines procedures for the recovery process. <br /> EOP Goals <br />The Plan is designed to guide the reader or user through each phase of an emergency: <br />prevention, preparedness, response and recovery. The Plan is intended to be read and <br />understood before an emergency occurs. It is designed to include the City of Redwood <br />City as a part of the statewide emergency management system, is consistent with the <br />NIMS provided to local jurisdictions, and creates a uniform structure for emergency <br />management. It is critical that a high level of preparedness be achieved and maintained <br />by City field responders, and those designated as Emergency Operations Center (EOC) <br />Staff. <br />The Plan is written to be "user friendly," i.e., it assumes that the user has little or no <br />emergency management background, or that such skills have not been used on a <br />regular basis.
