<br /> 5.2A <br />City of Redwood City Page 5 <br />Emergency Operations Plan - Executive Summary <br /> Requirements Met Under the EOP <br />The EOP: <br />. Confonns to the Federally mandated National Incident Management System (NIMS) <br /> and the State mandated Standardized Emergency Management System (SEMS) <br />. Restructures emergency response at all levels in compliance with the Incident <br /> Command System (ICS) <br />. Establishes response procedures for the City <br />. Describes and details steps necessary for assigned city officials to protect lives and <br /> property <br />The implementation of NIMS and SEMS enables the City to recoup eligible disaster- <br />related expenditures from the State of California's Natural Disaster Assistance Act <br />program when the State and/or Federal Government declares a State of Emergency <br />and/or Presidential Declaration of an Emergency or Major Disaster, respectively. <br />The EOP will be adopted as a living document. The EOP will be constantly evaluated <br />and modified as better practices or regulatory compliance issues are identified, and <br />changes may be made immediately. The EOC staff, led by the Fire Chief, is responsible <br />for reviewing and implementing all such changes. <br /> Levels of Response <br />The level of emergency response is detennined by the extent of the emergency or <br />disaster. There are four levels of response: <br />Level o-Readiness and Routine Phase <br />On going routine response by city departments to daily emergency situations. Stand-by <br />and alternate procedures should be issued ahead of an anticipated or planned event. <br />Levell - Local Emergency - Decentralized Coordination and Direction <br />A minor to moderate incident wherein local resources are adequate and available. A <br />Local Emergency mayor may not be proclaimed. The City Emergency Operations <br />Center (EOC) mayor may not be activated. Off-duty personnel may be recalled. <br />Police, Fire or Medical responders use on-scene ICS. Based on the type emergency, <br />the appropriate authority monitors the situation, provides assistance, and if required, <br />activates the EOC. <br />Level 2 - Local Disaster - Centralized Coordination and Decentralized Direction <br />A moderate to severe emergency wherein local resources are not adequate and mutttal <br />aid may be required on a regional or even statewide basis. Key management level <br />personnel fnJfn the principal involved agencies will co-Iocate in a central location to <br />provide jurisdictional or multi-jurisdictional coordination. The EOC may be activated <br />based on the severity of the situation. Off-duty personnel may be recalled.
