<br />Emergency Operations Plan - Executive Summary
<br />level 3 - Major Disaster - Centralized Coordination and Direction
<br />A major local or regional disaster wherein resources in or near the impacted area are
<br />overwhelmed and extensive .state and/or federal resources are required. A Local
<br />Emergency and a State of Emergency will be proclaimed and a Presidential Declaration
<br />of an Emo(g~t1"-Y or M~jor Disaster will be requested. All response and early recovery
<br />activities will be directed from the EOC. All off-duty personnel will be recalled.
<br />EOP Outline
<br />Part I. Introduction. Provides an overall use of the plan, and the legal basis for the
<br />plan. It also provides a summary of the basic functions needed for organizing
<br />emergency planning and response.
<br />Part II. Functional Annexes. Provides each Field responder and EOC staff member
<br />with their primary and support responsibilities and tasks.
<br />Part III. Hazard Assessment Provides information on the hazards that could be
<br />encountered by the City of Redwood City, and hazard response protocols, including
<br />earthquakes, hazardous materials spills, and fires.
<br />Part IV. Appendices. Provides emergency contact information fOf use if I the EOC, dty
<br />shelter sites, lists of emergency response equipment and supplies, glossary of terms,
<br />background of the NIMS and SEMS, EOC staff training, Mutual Aid, and Recovery and
<br />Restoration Operations. It also provides legal authority information and references for
<br />the Plan.
<br />In order to implement the plan it must be approved by resolution of the City Council.
<br />Upon City Council approval, a Letter of Promulgation will be issued by the City
<br />Manager, acting as the Director of Emergency Services. The finalized version of the
<br />EOP will be recorded with the Clerk and Recorder.
