From the Executive Director <br />June 26, 2006 <br />Subject <br />Amendment to by-laws of the Redevelopment Agency naming new Executive Director <br />Recommendation <br />Approve the amendment to the by-laws of the Redevelopment Agency designating the <br />Redevelopment Manager as the Executive Director of the Redevelopment Agency of the <br />City of Redwood City. <br />Background <br />The by-laws of the Redevelopment Agency (Agency) define the officers and their duties. <br />The Executive Director ". . . shall have general supervision over the administration of the <br />business and affairs of the Agency, subject to the direction of the Agency." The original <br />1982 by-laws designated the City Manager as the Executive Director. However, in 1987 an <br />amendment was approved that designated the Housing and Redevelopment Director as <br />the Executive Director. Another amendment in February, 2003 designated the Planning <br />and Redevelopment Manager as the Executive Director. This amendment simply reflected <br />a change in title for the position held by Mike Church, who had served as Executive <br />Director since 1987. <br />The 2003 amendment to the by-laws also stated that the Executive Director of the Agency <br />would have the same authority to enter into personal service contracts and all purchases of <br />materials, equipment and supplies as then existed or would be thereafter authorized for the <br />City Manager of the City. That authority was increased from $10,000 to $60,001 in <br />November, 2002. Therefore, the February 2003 Agency amendment also granted those <br />same budgetary limits to the Executive Director of the Agency. <br />As stated, Mike Church has served as Executive Director oftheAgency since 1987. In the <br />late winter of 2003, the Community Development Services Department was reorganized <br />and the Planning and Redevelopment functions were split into two divisions. Mr. Church <br />was appointed Planning Manager and Ms. Susan Moeller was appointed Redevelopment <br />Manager. Since Ms. Moeller was managing the day-to-day operations of the Agency, on <br />March 28, 2003, Mr. Church delegated authority to Ms. Moeller to sign for the <br />Redevelopment Agency on all staff reports and legal agreements; in effect delegating the <br />authority to her to function in the same capacity as the Executive Director. <br />Mr. Church is retiring and his last day of work is July 12, 2006. Therefore, the Agency <br />Board must appoint a new Executive Director.
