C. Informational Report on Automated Red Light Photo Enforcement <br />technology <br />Police Sergeant Mulholland gave a history of the technology and explained <br />operation of such a system. <br />Council Members asked various questions such as the cost for a detailed <br />intersection survey and what the fee collection success rate is. Council <br />concurred that it is a way to increase safety in the community. <br />Council consensus was for staff to return with additional information related <br />to cost, location and other specifics. (706) <br />Recess: 9:10 - 9:25 p.m. <br />8. COMMITTEE REPORTS: <br />A. HOPE Plan to End Homelessness in San Mateo County <br />Kevin Bondonno, Chair of the Housing and Human Concerns Committee, <br />explained the recommendation for endorsement of the HOPE Plan. (PowerPoint <br />Presentation on file.) <br />Council comments included agreement that homelessness is a countywide and <br />region wide problem and that the City should do its part within the limits of the <br />scope of activities as a city. Concern was expressed in regards to "endorsement" <br />meaning active participation in the implementation that includes references made <br />to inclusionary zoning, changing prevailing wage requirements, and various other <br />initiatives that are very specific. <br />M/S Foust/Bain to support the vision and principles, overarching results and goals <br />of the HOPE Plan to End Homelessness in San Mateo County. The motion <br />passed by a unanimous voice vote. <br />Council continued discussion on concerns. <br />M/S Hartnett/Foust that Council requests the HHCC make recommendations to <br />Council with respect to the initiatives suggested and that once the Council <br />receives, accepts or modifies those recommendations that the City be a part of <br />the Countywide dialogue with respect to the implementation of those initiatives. <br />The motion passed by a majority roll call vote with Council Member Aguirre <br />abstaining.
