9. MATTERS OF COUNCIL INTEREST -
A. Legislation (information only) - This sub - section involves possible discussion of
City Position on Proposed Legislation described in the League of California Cities
Priority Focus Bulletin No. 18 -2006 and 19 -2006. Council may direct staff to act
on positions taken by Council. (Copies of League of California Cities Priority Focus
available in City Clerk's Department.)
C. Council Priorities — Main Grouping and Specific Priority Information
Mayor Pierce explained that the information transmitted to Council would be
posted to the City website if there were no objections.
Questions from Council ensued on groupings under each topic and discussion
occurred on how to best inform the community on the process Council went
through regarding the priorities.
Council consensus was for Mayor Pierce to work with the Public Communications
Manager to develop an introductory paragraph that explains the discussion
Council had in developing the priorities that Council believes reflect the
community's values.
D. Update on Bair Island Restoration Effort
Vice Mayor Foust gave an update on the topic as requested by Council,
highlighting 6 points. She further explained the background and status to date.
E. General Plan Process
Vice Mayor Foust explained that on May 2, the Planning Commission reviewed
and approved the 8 guiding principles that Council had reviewed and conceptually
approved. On May 16, Redwood City "storytelling" will occur by taking the guiding
principles and weaving them into the Redwood City story. The storytelling aspect
will develop as each of the elements goes through the appropriate channels and
how the decision has been made is to take the elements as they are ready and
have them reviewed by the Planning Commission. The first elements will be
reviewed in early June — conservation and open space, not to be confused with
land use, with the land use element set for review in September. In July, water is
set for review; early August, economic development; and in early September, land
use. After review and revision by the Planning Commission, the elements will be
sent to Council so that review occurs following Planning Commission approval of
each element rather than waiting until the entire process is complete.
JOINT CITY COUNCIUREDEVELOPMENT AGENCY MAY 22, 2006
MEETING MINUTES PAGE 14
MINUTE BOOK NO. 61
Page No. 186
