Mitch Randall, Equity Properties, Inc., stated the company is not seeking an amendment to <br /> the development agreement. <br /> <br /> Council comments included agreement with the controlled access parking concept but lack <br /> of full articulation of plan; concern with accuracy of plan; need for Planning Commission <br /> to revisit the proposal and focus on control and adequate tenant parking. <br /> <br /> M/S Harmett/Pierce to remand back to the Planning Commission for issues of control and <br /> guaranteed parking for tenants. The motion passed by a unanimous roll call vote by those <br /> present with Mayor Ruskin absent. <br /> <br /> M/S Howard/Hartnett to extend the meeting to 11:15 p.m. The motion passed by a <br /> unanimous voice vote by those present. <br /> <br /> B. Utility Users Tax; <br /> <br /> Financial Services Director Ponty explained that the ordinance will exempt persons who <br /> qualify for the Califomia Alternate Rates for Energy (CARE) from paying the Utility Users <br /> Tax on charges for the consumption of natural gas and electricity. <br /> <br /> M/S Hartnett/Pierce to INTRODUCE AN ORDINANCE AMENDING SECTIONS <br /> 32.504.A AND 32.505.A OF THE CODE OF THE CITY OF REDWOOD CITY <br /> RELATING TO CERTAIN EXEMPTIONS FROM THE ELECTRICITY USERS TAX <br /> AND GAS USERS TAX, RESPECTIVELY. Bond Service Tax Rates -2001/2002 General Improvement District 1-64 (GID 1-64); <br /> <br /> Financial Services Manager Freeman explained the computed tax rates required for bond <br /> interest and redemption in General Improvement District 1-64, using the Assessment Roll <br /> for the District as equalized at the Board of Equalization meeting. (511) <br /> <br /> Public Comment: <br /> John Murphy stated that the 2001 appraisal report should be required reading for each <br /> present and future property owner or resident of Redwood Shores and could be available at <br /> the Sandpiper Library.
