STRATEGIC INITIATIVE Public Safety BACKGROUND On July 28, 2014 the City Council approved and authorized the City Manager to enter into an Improvement Agreement with Ricky Hung Ngo and Yung Le to cover the cost of sidewalk improvements between Harding Avenue and the Hetch Hetchy right-of-way. The sidewalk improvements are associated with the development of 353 and 355 Alameda De Las Pulgas as this roadway lacked curbs, gutters, and sidewalks and did not meet existing City standards. Per the agreement, the property owners are obligated to pay the cost for their frontage improvements and the cost of the right-of-way improvement design for the full length of the project. The project was designed by the Engineering Division. On August 27, 2018, the City Council awarded the construction contract for Alameda De Las Pulgas Sidewalk Improvement Project to RK Engineering of San Francisco. The project was awarded for a base bid of $356,368.00, and the City Manager was authorized to increase the contract amount, if necessary, up to 10% of the amount awarded not to exceed $392,004.80. ANALYSIS The project was successfully completed in December 2018 in accordance with City specifications. One contract change order was issued totaling $37,856.00 due to unforeseen pavement conditions. The final contract amount is $376,788.00, approximately 5.73% more than the initial contract amount.
